• Develop and implement strategies, goals, policies, and procedures for investment, leasing, and PPP contracts aligned with Authority strategy.
• Lead preparation, review, and updating of policies and development plans; conduct awareness workshops for concerned departments.
• Provide consultation to top management on portfolio revenues, opportunities, and risk posture.
• Propose legislative improvements to strengthen investment contracting performance and governance.

• Review contracting applications and select appropriate contracting approaches to safeguard Authority interests.
• Review financial offer evaluations, negotiate with companies, and recommend awards to maximize financial returns.
• Provide contractual support during implementation and issue required contractual letters with concerned departments.
• Study and evaluate claims, time extensions, variation orders, and dispute settlement requests; prepare annexes and committee recommendations.
• Manage bank guarantee releases or confiscations with Finance and coordinate required insurance provisions in contract documents.
• Monitor closely with insurance stakeholders to ensure appropriate inclusion of risk coverage clauses and insurance conditions within investment contract documentation.
• Oversee and follow up the approval of auction analysis reports, award recommendations, and contract execution to ensure compliance with procedural and financial governance.
• Manage renewals and re-tenders, prepare bids, clauses, auction analyses, award letters, and contracts with required approvals.
• Lead negotiations of complex transactions, ensure implementation of bid and contract conditions and advise on contractual risks.
• Mobilize and coordinate section resources, aligning staff, consultants, investors, and support entities to ensure seamless administration and external collaboration. Oversee team performance, monitor operational delivery, and ensure all contract closure and compliance requirements are fully achieved.

• Embed advanced analytics, automation-enabled workflows, and secure digital contracting to improve speed, transparency, and risk control.
• Conduct market research and benchmarking to refine categories, pricing, and negotiation strategies for investment contracts.
• Strengthen governance, compliance, and lifecycle reporting; develop and monitor the section budget and recommend adjustments to meet project needs.

المؤهلات و المهارات

• Bachelor’s or Master’s degree in Law, Finance, Economics, Business, Civil Engineering, or Industrial Engineering.
• Minimum 12 years of relevant experience with a Master’s degree, or 14 years of relevant experience with a Bachelor’s degree.
