Role Overview:
We are looking for an experienced Safety Officer / HSE Officer with a minimum of 5 years of UAE construction HSE experience to implement, monitor and continuously improve health, safety and environmental standards across construction sites. The successful candidate must have strong practical site experience, NEBOSH IGC certification and hands-on responsibility for inspections, risk controls, permit-to-work systems, incident management and HSE documentation.
Key Responsibilities :
• Implement and monitor company HSE policies, procedures, project HSE plans and site safety requirements.
• Conduct routine site safety inspections and identify unsafe acts, unsafe conditions and potential hazards.
• Prepare, review and monitor Risk Assessments and Method Statements (RAMS) from an HSE perspective.
• Conduct toolbox talks, site inductions, safety briefings and awareness sessions for employees, workers and subcontractors.
• Implement and monitor Permit-to-Work (PTW) systems and ensure permits are properly controlled and closed.
• Ensure safe practices for work at height, scaffolding, excavation, lifting operations, hot works, confined spaces and electrical works.
• Monitor PPE compliance and ensure suitable PPE is available and correctly used.
• Inspect access arrangements, working platforms, ladders and scaffolding for visible safety non-compliance and escalate specialist inspection requirements where applicable.
• Monitor lifting activities, crane operations, lifting accessories, operator competency and applicable third-party certification.
• Monitor plant, machinery, power tools, temporary electrical installations and mobile equipment for HSE compliance.
• Ensure proper handling, storage and control of chemicals and hazardous substances, including SDS/MSDS requirements.
• Coordinate with Project Managers, Site Engineers, supervisors, subcontractors and other stakeholders on HSE matters.
• Monitor subcontractor compliance with project and company HSE requirements.
• Report and investigate accidents, incidents and near misses and recommend corrective and preventive actions.
• Maintain records of inspections, toolbox talks, inductions, training, incidents, near misses, observations and corrective actions.
• Track HSE observations, non-conformities and corrective actions through to closure.
• Maintain and monitor relevant third-party certificates and validity records for equipment and operators where applicable.
• Assist with emergency preparedness, evacuation drills, first-aid arrangements and emergency response procedures.
• Monitor fire prevention arrangements, firefighting equipment and emergency access requirements.
• Conduct regular HSE audits and follow up on corrective actions.
• Immediately escalate serious safety violations and stop unsafe activities where there is imminent risk.
• Participate in client, consultant and regulatory HSE inspections, audits and meetings and coordinate closure of observations.
• Prepare HSE statistics and reports including man-hours, incidents, near misses, safety observations, training and toolbox talk records.
• Monitor site housekeeping, waste management, dust/noise control and other applicable environmental requirements.
• Monitor worker welfare arrangements including drinking water, sanitation, rest areas and general site welfare standards.
• Maintain organized HSE documentation and records for internal, client, consultant and regulatory inspections.
• Support compliance with applicable UAE regulations, local authority requirements and project-specific HSE standards.
• Promote a proactive safety culture across employees, workers and subcontractors.
Candidate Requirements
• Minimum 5 years of HSE/Safety experience in the UAE construction industry.
• Substantial hands-on experience with a UAE main contractor or building construction contractor is strongly preferred.
• NEBOSH International General Certificate (IGC) is mandatory.
• IOSH Managing Safely and/or OSHA certification will be an advantage.
• First Aid and Fire Safety certification will be an advantage.
• Strong practical knowledge of construction hazards, risk controls, RAMS, PTW systems, toolbox talks and incident investigation.
• Good understanding of work-at-height, scaffolding, lifting operations, excavation, temporary works and general construction safety.
• Knowledge of HSE documentation, statistics, corrective-action tracking and audit requirements.
• Familiarity with applicable UAE and Dubai construction safety requirements.
• Strong communication, reporting and coordination skills.
• Ability to confidently enforce safety requirements with workers, supervisors and subcontractors. • Immediate joiners or candidates with a short notice period will be preferred.
