Job Summary
The QHSE Officer will be responsible for implementing and maintaining Quality, Health, Safety and Environmental requirements across construction and solar PV project sites. The role will ensure that all site activities are carried out safely, in compliance with company procedures, client requirements and applicable UAE regulations.
The candidate should have hands-on experience in construction and preferably solar PV projects, with strong knowledge of site safety inspections, risk assessments, toolbox talks, permit-to-work systems, incident reporting and QHSE documentation.
Key Responsibilities
- Implement and monitor company QHSE policies and procedures at project sites.
- Conduct daily site safety inspections and identify unsafe acts, conditions and potential hazards.
- Ensure compliance with approved Method Statements, Risk Assessments and Permit-to-Work requirements.
- Conduct toolbox talks, safety inductions and awareness sessions for employees and subcontractors.
- Monitor construction and solar installation activities including civil works, electrical works, lifting activities, work at height and equipment installation.
- Ensure proper use of PPE and compliance with site safety requirements.
- Inspect scaffolding, ladders, lifting equipment, electrical tools and other site equipment as required.
- Monitor work-at-height activities and ensure appropriate fall-protection systems are in place.
- Monitor electrical safety requirements associated with solar PV installation, testing and commissioning activities.
- Participate in incident, accident and near-miss investigations and prepare reports with corrective/preventive actions.
- Maintain QHSE records, inspection reports, training records, permits and other required documentation.
- Assist in preparing Risk Assessments, Method Statements, Emergency Response Plans and QHSE plans.
- Conduct environmental inspections covering waste management, housekeeping, spill prevention and environmental controls.
- Coordinate with Project Managers, Engineers, Supervisors, subcontractors and client QHSE representatives.
- Participate in internal, client and third-party QHSE audits.
- Monitor subcontractor QHSE performance and ensure closure of observations and non-conformities.
- Support emergency drills and ensure emergency equipment and arrangements are maintained.
- Prepare weekly/monthly QHSE statistics and reports.
- Promote a positive safety culture across all project teams.
Qualification & Experience
- Bachelor’s Degree in electrical Engineering, Occupational Health & Safety, Environmental Science or a related discipline.
- NEBOSH IGC or equivalent safety qualification is preferred.
- IOSH / OSHA certification will be an advantage.
- Minimum 3–5 years of QHSE/HSE experience in construction projects.
- Experience in Solar PV / Renewable Energy projects is highly preferred.
- UAE/GCC project experience is preferred.
- Knowledge of ISO 9001, ISO 14001 and ISO 45001 requirements is an advantage.
- Good knowledge of construction safety practices, electrical safety and work-at-height requirements.
