QA/QC Manager Jobs in Dubai at Tarmac Soil & Material Testing Laboratory LLC

The post will be responsible to develop, implement, maintain, and continually improve the Quality Management System (QMS) in accordance with ISO/IEC 17025 and EIAC accreditation requirements, ensuring the accuracy, reliability, impartiality, and integrity of all laboratory testing activities.

Required Qualifications

  • Bachelor’s degree in Civil Engineering, Materials Engineering, Chemistry, Quality Management, or a related discipline.
  • Master’s degree is an advantage.
  • Lead Auditor certification (ISO/IEC 17025 or ISO 9001) preferred.
  • Training in ISO/IEC 17025 implementation and internal auditing.

Experience

  • 8–12 years of experience in a construction materials testing laboratory.
  • At least 5 years in a QA/QC or Quality Manager role.
  • Experience maintaining EIAC or equivalent accreditation.
  • Experience with construction materials testing and laboratory quality management.

Technical Knowledge

  • ISO/IEC 17025 requirements.
  • EIAC accreditation procedures.
  • ASTM, BS, EN, AASHTO, ISO, and UAE testing standards.
  • Measurement uncertainty.
  • Method validation and verification.
  • Statistical quality control.
  • Root cause analysis.
  • Internal auditing.
  • Risk-based thinking.
  • Equipment calibration and traceability.
  • Laboratory Information Management Systems (LIMS).

Key Responsibilities

Quality Management System

  • Develop, implement, maintain, and improve the laboratory Quality Management System (QMS).
  • Ensure continuous compliance with ISO/IEC 17025 requirements and EIAC accreditation criteria.
  • Prepare and update Quality Manuals, procedures, work instructions, forms, and quality records.
  • Monitor implementation of quality policies across all laboratory sections.

Accreditation & Compliance

  • Manage EIAC accreditation activities including new scope applications and scope extensions.
  • Coordinate EIAC surveillance, reassessment, and witness audits.
  • Ensure compliance with:
  • ISO/IEC 17025
  • EIAC accreditation requirements
  • Relevant ASTM, BS, EN, AASHTO, ISO, and UAE standards
  • Client specifications and project requirements
  • Address accreditation findings and implement corrective actions.

Internal Audits

  • Develop annual internal audit schedules.
  • Conduct internal audits covering:
  • Technical activities
  • Quality system implementation
  • Laboratory operations
  • Documentation
  • Prepare audit reports and follow up on corrective actions.

Corrective & Preventive Actions

  • Investigate non-conforming work.
  • Perform root cause analysis.
  • Implement corrective and preventive actions (CAPA).
  • Verify effectiveness of implemented actions.
  • Maintain CAPA records.

Laboratory Quality Control

  • Monitor quality control activities across laboratory sections including:
  • Concrete
  • Soil
  • Aggregate
  • Asphalt
  • Cement
  • Steel
  • Chemical testing
  • Field testing
  • Geotechnical Investigation
  • Review quality indicators and identify improvement opportunities.

Equipment & Calibration

  • Ensure all testing equipment is:
  • Calibrated
  • Verified
  • Maintained
  • Traceable to national/international standards
  • Monitor calibration schedules.
  • Review calibration certificates and measurement uncertainty.

Proficiency Testing & Inter-Laboratory Comparisons

  • Coordinate participation in proficiency testing (PT) programs.
  • Evaluate PT performance.
  • Investigate unsatisfactory PT results.
  • Maintain PT records and trend analyses.

Document Control

  • Maintain controlled documentation.
  • Manage document revisions.
  • Ensure obsolete documents are withdrawn.
  • Maintain controlled distribution of procedures and standards.

Training & Competency

  • Develop competency requirements for laboratory personnel.
  • Coordinate technical training.
  • Assess personnel competence.
  • Maintain training and competency records.
  • Support authorization of testing personnel.

Risk Management

  • Identify risks affecting laboratory operations.
  • Implement risk mitigation measures.
  • Monitor opportunities for continual improvement.

Management Review

  • Organize periodic Management Review meetings.
  • Prepare quality performance reports.
  • Audit findings
  • Customer feedback
  • PT performance
  • Improvement initiatives

Reporting

Prepare regular reports covering:

  • Quality objectives
  • Internal audit status
  • Equipment calibration
  • PT performance
  • Accreditation status
  • Customer complaints
  • Training status

Key Performance Indicators (KPIs)

  • Successful maintenance of EIAC accreditation.
  • Zero major non-conformities during accreditation audits.
  • Timely closure of corrective actions.
  • Internal audit completion rate.
  • Proficiency testing performance.
  • Equipment calibration compliance.
  • Customer complaint resolution time.
  • Laboratory turnaround time compliance.
  • Staff competency completion.
  • Continuous improvement initiatives implemented.

Customer Complaints

  • Investigate customer complaints.
  • Coordinate corrective actions.
  • Maintain complaint records.
  • Monitor customer satisfaction.

Pay: From AED6,500.00 per month
