Key Responsibilities:

HSSE Strategy & Management Systems:

  • Develop, implement, and continuously improve the Project HSSE Management Plan in alignment with CHEC corporate standards, ISO 45001, ISO 14001, and DAEP client requirements.
  • Establish HSSE objectives, targets, KPIs, and performance monitoring systems for the project.
  • Develop and maintain the Project HSSE Manual, site-specific procedures, and safe systems of work.
  • Implement a robust Hazard Identification and Risk Assessment (HIRA) framework across all substructure activities.
  • Maintain and update the project risk register and ensure all high-risk activities have approved method statements and risk assessments (RAMS).
  • Lead the development and implementation of the Project Environmental Management Plan (EMP) and Waste Management Plan.
  • Establish emergency response procedures, evacuation plans, and crisis management protocols.

Health, Safety & Incident Management

  • Enforce a Zero Harm / Zero LTI culture across all site activities.
  • Oversee the permit-to-work (PTW) system for all high-risk operations including:
  • Deep excavation and shoring.
  • Piling and heavy crane lifts.
  • Confined space entry.
  • Working at height.
  • Electrical isolation.
  • Hot works and cutting/grinding.
  • Lead incident investigation for all accidents, near-misses, and dangerous occurrences using root cause analysis (RCA) methodologies (ICAM, TapRooT, or 5-Why).
  • Ensure timely reporting, documentation, and closeout of all incidents and corrective actions.
  • Monitor worker health, fatigue management, and heat stress protocols — critical in Dubai’s extreme summer conditions (temperatures exceeding 50°C).
  • Coordinate with medical personnel and ensure adequate first-aid facilities and emergency response resources are deployed on site.
  • Manage the drug and alcohol testing programme in line with UAE regulations.

Environmental & Sustainability Management:

  • Ensure compliance with UAE Federal Environmental Laws, Dubai Municipality Environmental Regulations, and DAEP environmental requirements.
  • Monitor and manage environmental aspects including:
  • Dust and air quality control.
  • Noise and vibration management (critical near active airport operations).
  • Soil and groundwater contamination prevention.
  • Concrete washout and chemical spill management.
  • Construction waste segregation, minimisation, and disposal.
  • Dewatering discharge management and compliance.
  • Prepare and submit environmental monitoring reports to relevant authorities.
  • Support sustainability and carbon footprint reduction initiatives on the project.
  • Coordinate environmental impact assessments for high-risk construction activities.

Security Management:

  • Develop and implement the Project Security Management Plan in coordination with DAEP and Dubai Airport security authorities.
  • Manage site access control systems, perimeter security, and security personnel.
  • Conduct security risk assessments and ensure sensitive areas of the airport site are appropriately protected.
  • Coordinate with UAE law enforcement and Dubai Airports security teams as required.
  • Manage identification, badging, and vetting procedures for all project personnel accessing the airport site.
  • Oversee CCTV systems, security patrols, and incident response protocols.

Training & Competency:

  • Develop and deliver the project HSSE induction programme for all new site personnel, including subcontractor workers.
  • Identify HSSE training needs and deliver or coordinate training programmes including:
  • Confined space entry.
  • Working at height / fall protection.
  • Crane and lifting operations.
  • First aid and emergency response.
  • Fire safety and fire warden training.
  • Environmental awareness.
  • Heat stress and fatigue management.
  • Maintain training records and competency matrices for all site personnel.
  • Conduct regular toolbox talks, safety stand-downs, and behavioural safety observations.
  • Implement a Safety Leadership Programme for site supervisors and managers.

Inspections, Audits & Compliance:

  • Plan and conduct regular HSSE inspections, site walks, and formal audits across all work areas and subcontractor activities.
  • Manage third-party and client HSSE audits, ensuring timely closeout of findings and observations.
  • Ensure full compliance with UAE OSHAD/ADDED regulations, Dubai Civil Defence requirements, and DAEP project-specific HSSE specifications.
  • Monitor and enforce subcontractor HSSE performance through regular audits, inspections, and KPI reviews.
  • Prepare and submit monthly HSSE performance reports to the Project Director and DAEP client team.

Subcontractor HSSE Management:

  • Pre-qualify subcontractors on HSSE capability and track record prior to mobilisation.
  • Review and approve subcontractor HSSE Plans, Method Statements, Risk Assessments, and ITPs.
  • Integrate subcontractor HSSE activities into the overall project HSSE management system.
  • Hold regular HSSE coordination meetings with subcontractor HSE representatives.
  • Issue and track HSSE non-conformances and stop-work notices where required.

Stakeholder & Client Interface:

  • Act as the primary HSSE point of contact with DAEP, the supervision consultant, and regulatory authorities.
  • Represent CHEC in all client HSSE meetings, audits, and reviews.
  • Liaise with UAE Ministry of Human Resources, Dubai Municipality, Dubai Civil Defence, and other regulatory bodies.
  • Support CHEC’s corporate HSSE team with project reporting, benchmarking, and best practice sharing.

* Qualifications & Requirements:

Education:

  • Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
  • NEBOSH International Diploma or NEBOSH International General Certificate (mandatory).
  • Additional certifications highly desirable:
  • IOSH Managing Safely.
  • ISO 45001 Lead Auditor.
  • ISO 14001 Lead Auditor.
  • IEMA Certificate in Environmental Management.
  • First Aid at Work (FAW).
  • Certified Safety Professional (CSP) or equivalent.

Experience:

  • Minimum 15+ years of HSSE experience in construction, with at least 5–7 years in a senior HSSE Manager role on large-scale projects.
  • Proven experience on mega infrastructure, airport, or civil/substructure projects is strongly preferred.
  • Prior experience working in the UAE or GCC region is essential, with strong knowledge of local regulatory frameworks.
  • Experience working with Chinese international contractors is a significant advantage.
  • Track record of managing zero LTI projects and implementing behavioural safety programmes.
  • Experience managing HSSE on projects with large multicultural workforces (1,000+ workers).

Technical Skills & Knowledge:

  • Expert knowledge of UAE OSHAD/ADDED SF 43 standards and Dubai-specific HSE regulations.
  • Strong understanding of ISO 45001:2018 and ISO 14001:2015 management systems
  • Proficiency in incident investigation methodologies (ICAM, TapRooT, 5-Why, Bow-Tie Analysis).
  • Experience with Permit to Work systems for high-risk construction activities.
  • Knowledge of dust, noise, vibration, and dewatering environmental controls.
  • Familiarity with airport construction security requirements and airside/landside access protocols.
  • Proficient in MS Office for reporting and KPI dashboard development.
  • Experience with HSSE management software (e.g., Intelex, Assure, Velocity EHS) is an advantage.

Leadership & Soft Skills:

  • Strong leadership presence with the ability to influence behaviour at all levels — from site workers to senior management.
  • Excellent communication skills in English (mandatory).
  • Arabic language skills are an advantage for regulatory liaison.
  • Mandarin/Chinese language skills are a significant advantage given CHEC’s management structure.
  • High personal integrity with an uncompromising approach to safety standards.
  • Calm, decisive, and effective under pressure in emergency situations.
  • Strong organisational skills with the ability to manage multiple priorities simultaneously.

Pay: From AED25,000.00 per month
