KEY ACCOUNTABILITIES:
Supervise the activities of assigned personnel and perform supervisory functions at the level established by management.
Carry out Safety Inspections according to approved program in order to detect safety and fire hazards and unsafe working practices and conditions.
Investigate and report on accidents and proper functions of all safety equipment.
Investigate incidents and near misses and generate report.
Ensure implementation of regular inspection, maintenance and cleaning programmes for all compressed air breathing apparatus and resuscitation equipment.
Plan and prepare for hot-work, naked flame and radiography, signatory for work permit and checks work site.
Participate and provide Safety input in Task Risk Assessment and ensure that mitigation measures are identified in the work permits and knowledge of hazards are cascaded to those who carry out the task.
Carry out spot checks of safety awareness among the sharp ends by auditing Toolbox Talks for content and team comprehension.
Advise Team Leader on all matters related to Safety, Health, Environment and Welfare.
Inspect fixed and mobile material handling equipment to ensure adherence to safety standard and codes of practice.
Attend to safe handling of hazardous materials, monitor radioactive sources and provide
coverage on site during loading and discharge of such substances when required.
Ensure implementation of Safety Rules and Procedures by Company and Contractor employees on site.
Monitor that PTW requirements are implemented on site and the Task Risk Assessments are performed for all critical activities.
Assist in maintaining critical safety equipment (fire-fighting, breathing apparatus, rescue operation equipment etc.) and implement the replacement plans effectively.
Provide technical information on fire, safety and environment equipment to Procurement
Department as necessary prior to procurement of these equipment.
Demonstrate appropriate levels of knowledge and responsibility regarding Technical and
Operational Integrity processes.
Instruct personnel in specialized subjects such as first aid, permit to work system, gas detection, confined space entry, radiography, hazardous chemicals, fire equipment, breathing apparatus, noise, etc.
Conduct the daily incident categorization and analysis and ensure that HIPO’s are identified and are followed up.
Follow-up and maintain a register of all Live Saving Rule violations and their remedial actions.
Follow-up all injury cases admitted to clinic and update Manager HSE with progress status till the injured person leaves the clinic.
Conduct HSE and Welfare tours at site.
Conduct daily PTW audits.
Conduct regular Welfare audits at site and Contractor accommodation camps.
Compile audit reports on audits conducted and assist in action follow up.
Conduct monthly evacuation drills are conducted as planned.
Safeguard own Health and Safety, as well as that of the fellow employees, by paying attention to safe work practices, maintaining a safe work environment and complying with applicable HSE requirements.
Take action to INTERVENE and STOP any un-safe activity or non-compliance to HSE and
Welfare requirements.
Develop knowledge, competencies and innovative spirit in the Department and support the
establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees
with emphasis on UAE Nationals to meet Emiratization targets.
Promote an organisation culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the
Department operations and services.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
Bachelor Degree in Science / Engineering or Equivalent
NEBOSH HSE Certification or Diploma.
Minimum Experience
6 – 8 years of experience in HSE in the Oil & Gas or Petrochemical Industry
Knowledge & Skills
Good interpersonal and coordination skills
Effective communication skills.
