【*Position Summary】*We are seeking a highly driven, Dubai-based HR Specialist to serve as the core operational hub for our team management and organizational expansion. In this role, you will manage full-cycle recruitment, attendance tracking, WPS-compliant payroll processing, and visa administration through local government portals (MOHRE / GDRFA / ICP). Additionally, you will play a pivotal role in driving performance appraisal frameworks (KPIs/OKRs) and cultivating strong employee relations. The ideal candidate must be fluent in English (Mandarin is a plus), possess a comprehensive grasp of UAE Labour Law, maintain sharp attention to detail in a fast-paced multicultural environment, and act as a trusted advisor to management.
【*Key Responsibilities】*
- Recruitment & Talent Acquisition
- Channel Operations: Prepare recruitment materials and post job openings across various recruitment platforms, including LinkedIn, indeed , Telegram, and WhatsApp groups.
- Candidate Sourcing: Proactively source, screen resumes, and conduct interviews to evaluate candidates using databases and social media channels.
- Full-Cycle Management: Oversee the entire onboarding and offboarding lifecycle while establishing and maintaining accurate HR personnel files.
- Payroll & Attendance Management
- Attendance Calculation: Track, audit, and consolidate monthly employee attendance data (clock-in records, overtime, absences, and leaves) to serve as the basis for payroll calculation.
- Payroll Processing: Collaborate with the Finance Department to manage the payroll process, calculating allowances, annual leave encashment, and deductions based on attendance.
- Wages Protection System Compliance: Manage salary disbursement compliance via the UAE Wages Protection System (WPS) and coordinate with clients for fund transfers before the end of each month.
- Visa Processing & Compliance
- Visa Administration: Proficiently navigate MOHRE and GDRFA/ICP portals to handle the application, renewal, and cancellation of employment visas (Entry Permits/Residence Visas) and official labor contracts.
- License & Document Tracking: Strictly monitor and process renewals for company Trade Licenses, corporate establishment cards, employee medical insurance, and specialized certificates (e.g., SIRA, RERA).
- Legal Compliance: Ensure all corporate HR and administrative initiatives strictly comply with the latest UAE Federal Labour Laws and regulatory frameworks.
- Performance Appraisal System
- Appraisal Implementation: Assist in designing, optimizing, and implementing the company’s performance appraisal management systems (such as KPIs/OKRs).
- Data Consolidation: Regularly gather and consolidate performance review data across departments to provide factual grounds for salary increments, promotions, demotions, or annual bonuses.
- Evaluation Support: Support line managers in facilitating performance evaluation meetings and follow up on employee Performance Improvement Plans (PIPs).
- General HR Duties
- Employee Relations: Handle internal conflict resolution, manage disciplinary procedures, and issue professional HR documents such as Experience Certificates and Salary Certificates upon request.
- Trusted Advisor: Act as a trusted and professional advisory partner to executive leadership on all strategic HR and personnel matters.
【Requirements】
- Language Proficiency:Excellent written and verbal communication skills in English; capable of precisely drafting corporate emails and legal/business documents. Basic conversational proficiency in Mandarin is a strong plus.
- Professional Expertise:Deeply familiar with UAE Labour Law and the practical navigation of MOHRE platforms. Hands-on experience in UAE visa processing and WPS payroll operations is mandatory.
- Core Competencies:Highly detail-oriented with exceptional organizational, multitasking, coordination, and cross-cultural conflict-resolution skills.
