Job Summary

To fully supervise the implementation of health, safety, and occupational safety systems and procedures across all facilities of Dar Al Uloom Company, ensuring full compliance with the regulations and requirements of the Saudi Civil Defense and relevant regulatory standards. The objective is to protect lives and assets, reduce operational risks, and ensure business continuity in accordance with the highest safety standards.

Key Responsibilities

• Implement and monitor approved health and safety policies and procedures across all company facilities.
• Ensure full compliance with Saudi Civil Defense regulations and all relevant laws and safety standards.
• Conduct regular site inspections across all Facilities locations, report findings and violations, and ensure timely corrective actions are implemented
• Monitor the readiness and efficiency of fire and life safety systems (fire alarms, sprinklers, and fire-fighting systems).
• Ensure the validity and approval of inspection and maintenance reports issued by authorized entities, and maintain all required safety-related licenses
• Ensure compliance with safety requirements in all contractor and service provider activities within company premises.
• Review and monitor adherence to safety requirements in daily operational activities.
• Prepare and update Risk Assessments for all sites and operational activities.
• Investigate incidents and accidents, determine root causes, and prepare preventive action reports and recommendations.
• Develop and implement emergency response and evacuation plans in coordination with Facilities Management and relevant authorities.
• Conduct regular fire and emergency drills in accordance with Civil Defense requirements.
• Monitor safety-related permits and licenses to ensure continuous regulatory compliance.
• Follow up on Civil Defense observations and ensure timely closure of all findings.
• Coordinate with external stakeholders (Civil Defense, safety service providers, contractors).
• Participate in inspections and audits conducted by regulatory authorities.
• Prepare periodic health and safety reports and submit them to senior management.
• Promote and enhance safety culture through awareness and training programs.

Qualifications & Requirements

• Bachelor’s degree in Occupational Health and Safety or a related field, such as:

Risk Management, Environmental Sciences, Quality Management, or any field related to Health, Safety, and Environment.

• Professional certifications such as:
• NEBOSH International General Certificate (IGC) – added advantage
• IOSH Managing Safely – added advantage
• Good knowledge of Saudi Civil Defense regulations and fire protection requirements.
• Knowledge of fire and life safety systems (Fire Alarm Systems, Sprinkler Systems, Fire Fighting Systems).
• Knowledge of Occupational Health and Safety Management System ISO 45001 (added advantage).
• 3–5 years of experience in health and safety roles.
• Strong experience in operational environments or Facilities Management is a strong advantage.
• Ability to conduct risk assessments and manage incident investigations.
• Strong technical reporting, analysis, and documentation skills.
• Proficiency in Microsoft Office applications.
• Strong communication skills in both Arabic and English.
• Ability to work in field environments across multiple sites.
• Commitment to working under pressure with a high level of discipline and operational standards.

أولاً: الهدف من الوظيفة

الإشراف الكامل على تطبيق أنظمة وإجراءات الصحة والسلامة والصحة المهنية في جميع مرافق شركة دار العلوم، وضمان الالتزام التام بمتطلبات ولوائح الدفاع المدني السعودي والمعايير التنظيمية ذات العلاقة، وذلك بهدف حماية الأرواح والممتلكات، وتقليل المخاطر التشغيلية، وضمان استمرارية الأعمال وفق أعلى معايير السلامة.

ثانياً: المهام والمسؤوليات

• تطبيق ومتابعة سياسات وإجراءات الصحة والسلامة المعتمدة في جميع مرافق الشركة.
• ضمان الالتزام الكامل بمتطلبات الدفاع المدني السعودي وكافة الأنظمة واللوائح ذات العلاقة.
• تنفيذ جولات تفتيشية دورية على جميع مواقع إدارة المرافق، ورصد الملاحظات والمخالفات، والتأكد من تنفيذ الإجراءات التصحيحية في الوقت المناسب.
• متابعة جاهزية وكفاءة أنظمة السلامة والحماية من الحريق (أنظمة الإنذار، الرشاشات، وأنظمة الإطفاء).
• التأكد من صلاحية واعتماد تقارير الفحص والصيانة الصادرة من الجهات المعتمدة، والحفاظ على جميع التراخيص المتعلقة بالسلامة.
• التأكد من التزام المقاولين ومقدمي الخدمات باشتراطات السلامة داخل مواقع الشركة.
• مراجعة ومتابعة الالتزام بمتطلبات السلامة في الأعمال التشغيلية اليومية.
• إعداد وتحديث تقييمات المخاطر (Risk Assessments) لكافة المواقع والأنشطة التشغيلية.
• التحقيق في الحوادث والإصابات، وتحديد الأسباب الجذرية، وإعداد تقارير الإجراءات التصحيحية والتوصيات الوقائية.
• إعداد وتنفيذ خطط الطوارئ والإخلاء بالتنسيق مع إدارة المرافق والجهات ذات العلاقة.
• تنفيذ تمارين الإخلاء والطوارئ بشكل دوري وفق متطلبات الدفاع المدني.
• متابعة التراخيص والتصاريح المرتبطة بالسلامة لضمان الاستمرارية في الامتثال النظامي.
• متابعة ملاحظات الدفاع المدني والتأكد من إغلاقها ضمن الإطار الزمني المحدد.
• التنسيق مع الجهات الخارجية ذات العلاقة (الدفاع المدني، مزودي خدمات السلامة، المقاولين).
• المشاركة في أعمال التفتيش والتدقيق التي تقوم بها الجهات الرقابية.
• إعداد التقارير الدورية الخاصة بالصحة والسلامة ورفعها للإدارة العليا.
• نشر وتعزيز ثقافة السلامة من خلال برامج التوعية والتدريب المستمر.

ثالثاً: المؤهلات والمتطلبات

• شهادة بكالوريوس في الصحة والسلامة المهنية أو مجال ذي صلة، مثل:

إدارة المخاطر، العلوم البيئية، إدارة الجودة، أو أي تخصص مرتبط بالصحة والسلامة والبيئة.

• الحصول على شهادات مهنية مثل:

o NEBOSH International General Certificate (IGC) – ميزة إضافية
o IOSH Managing Safely – ميزة إضافية

• معرفة جيدة بأنظمة ولوائح الدفاع المدني السعودي ومتطلبات الحماية من الحريق.
• معرفة بأنظمة السلامة والحماية من الحريق (أنظمة الإنذار، الرشاشات، وأنظمة الإطفاء).
• معرفة بنظام إدارة السلامة والصحة المهنية ISO 45001 (ميزة إضافية).
• خبرة من 3 إلى 5 سنوات في مجال الصحة والسلامة.
• خبرة في البيئات التشغيلية أو إدارة المرافق تُعد ميزة إضافية قوية.
• القدرة على إجراء تقييم المخاطر وإدارة التحقيق في الحوادث.
• مهارات قوية في إعداد التقارير الفنية والتحليل والتوثيق.
• إجادة استخدام برامج Microsoft Office.
• مهارات تواصل قوية باللغتين العربية والإنجليزية.
• القدرة على العمل الميداني في مواقع متعددة.
• الالتزام بالعمل تحت الضغط وبمستوى عالٍ من الانضباط المهني.
