Position Overview:
We are seeking a strategic and experienced Director to lead the Program Management Office (PMO) for a major airport development programme. The successful candidate will be responsible for overseeing integrated governance, performance reporting, and delivery assurance across the entire programme. This is a client-side leadership role requiring strong cross-functional coordination, stakeholder management, and a track record of leading PMOs on complex infrastructure programmes.
Key Responsibilities:
Establish and lead the PMO for a multi-billion SAR airport development programme, ensuring consistent project governance, standards, and delivery controls.
Oversee the development and implementation of programme-wide reporting systems, dashboards, and KPIs across cost, schedule, risk, and quality.
Manage the integration of project controls, risk management, change control, and performance assurance functions within the PMO.
Ensure consistent reporting and alignment across multiple consultants, contractors, and delivery partners.
Support the executive leadership team with decision-making by providing timely, data-driven insights and performance analysis.
Lead programme governance processes including stage gate reviews, steering committees, and strategic reporting cycles.
Ensure the alignment of PMO practices with international best practices (e.g., PMI, APM, ISO 21500).
Manage PMO resources and provide leadership to planning, reporting, and performance management teams.
Drive continuous improvement, standardisation, and maturity in programme management capabilities.
Act as a key interface with external stakeholders, regulatory bodies, and delivery partners to uphold reporting integrity and coordination.
Qualifications & Experience:
Bachelor’s degree in Engineering, Project Management, Construction Management, or a related field. A Master’s degree is preferred.
Minimum of 15–20 years of experience in programme management or project controls, with at least 7 years in a senior PMO leadership role on large-scale capital programmes.
Proven track record in setting up and managing PMOs in complex infrastructure, aviation, or transportation programmes.
Strong understanding of project governance frameworks, performance measurement, risk integration, and change management.
Proficiency in programme management systems and tools (e.g., Primavera P6, Oracle Unifier, EcoSys, Power BI, MS Project).
Exceptional stakeholder management, communication, and team leadership skills.
Experience in client-side or public sector infrastructure environments is highly desirable.

APM Chartered Project Professional (ChPP)

MSP – Managing Successful Programmes (Axelos)
PMO-CP – PMO Certified Practitioner
