About the Role

We are seeking an experienced and strategic Director of Contracts – Engineering Projects to lead and oversee all contracting, procurement, commercial, and contractual management functions for major engineering and infrastructure projects. The role involves managing procurement strategies, tendering processes, contract administration, claims, variations, and dispute resolution while ensuring compliance with applicable regulations and industry best practices.

Key Responsibilities

  • Develop and implement the overall contracting and procurement strategy in alignment with program objectives and stakeholder requirements.
  • Oversee the preparation of tender documents (RFPs/Tender Documents), including contractual conditions, technical specifications, and evaluation criteria.
  • Manage tendering, qualification, evaluation, and award processes in accordance with approved regulations, ensuring transparency and fairness among competitors.
  • Oversee the preparation, review, and administration of contracts in accordance with international best practices, including FIDIC forms and government requirements.
  • Monitor and control contract-related costs to ensure value for money and budget compliance.
  • Identify contractual and commercial risks and develop effective mitigation and risk management strategies.
  • Provide strategic contractual and procurement advice to senior management to support critical decision-making.
  • Coordinate with Program Directors, Project Managers, Consultants, and Contractors to ensure alignment between contractual and operational activities.
  • Prepare and present periodic reports on contract performance, procurement activities, costs, claims, risks, and compliance matters to senior leadership.
  • Ensure full compliance with the laws, regulations, and procurement policies applicable in the State of Qatar.
  • Develop and maintain strong relationships with government entities, consultants, contractors, suppliers, and other key stakeholders.
  • Support audit, compliance, and governance reviews by providing required reports, documentation, and records.

Qualifications & Experience

  • Master’s degree in project management, Construction Management, Engineering Management, Procurement/Contract Management, Business Administration (MBA), or a related field is required.
  • Minimum 18-20 years of overall professional experience, with at least 8-10 years in senior leadership or management positions.
  • Strong and proven experience in contract and procurement management for major engineering, infrastructure, or construction projects.
  • Hands-on experience in tender preparation, procurement processes, bid evaluation, contract negotiation, and contract award activities.
  • Strong knowledge and practical experience in FIDIC contract administration and management.
  • Experience working on multiple mega projects, preferably government, infrastructure, transportation, or major building developments.
  • Professional certifications such as PMP, MCIPS/CIPS, Contract Management, Claims Management, Arbitration/Dispute Resolution, Lean Six Sigma, RICS (MRICS/FRICS), CPP, CPPM, or other internationally recognized procurement and contract management certifications are highly preferred

  • Excellent communication and presentation skills in a professional environment.
  • Strong understanding of Qatar procurement laws, regulations, and governance requirements.
  • High level of integrity, professionalism, and attention to detail.
