Job Purpose:

The Director, Design Quality Assurance is responsible for ensuring the quality, compliance, and integrity of all design activities across the airport city development. This role oversees design reviews, ensures adherence to regulatory and contractual standards, and facilitates coordination between design teams, delivery partners, and stakeholders. The position ensures designs meet operational, technical, and sustainability requirements while maintaining alignment with the project’s vision and strategic objectives.

Key Responsibilies:

Strategy and Objectives:

Develop and implement the Design Quality Assurance framework, processes, and standards.

Lead design reviews at critical project stages to ensure compliance with codes, standards, and contractual requirements.

Establish and manage KPIs and performance metrics for design quality.

Provide oversight of design submissions and approvals, ensuring alignment with regulatory requirements such as the Saudi Building Code, GACA regulations, and LEED certification.

Ensure coordination between design teams, delivery partners, and construction teams to prevent quality issues.

Identify, mitigate, and resolve design quality risks and non-conformities.

Oversee independent Engineer of Record (EOR) reviews for compliance and conformity to requirements.

Develop strategies to integrate design quality assurance into the overall project lifecycle, ensuring seamless transitions between design, construction, and operations.

Align design quality assurance activities with KSIA goals, sustainability benchmarks, and operational needs.

Drive innovation in design quality practices, incorporating digital tools and technologies.

Organization, Resources, and Monitoring:

Build and lead a team of design quality professionals, including specialists in fields such as architecture, engineering, and sustainability.

Monitor performance of design consultants and contractors, ensuring compliance with project requirements.

Oversee design assurance gates as part of the project approval process.

Operational:

Oversee the execution of technical reviews, compliance checks, and peer reviews of design deliverables.

Ensure all design outputs are aligned with operational goals, end-user and KSIADC requirements.

Implement and maintain records for design quality reviews, including deviations, risk assessments, and corrective action plans.

Knowledge & Experience:

Bachelor’s degree in Architecture, Engineering, or a related specialized field.

Master’s degree preferred

Relevant certifications preferred (e.g., LEED AP, PMP, CQM).

Minimum of 8 years of experience in design quality assurance, with at least 4 years in a leadership role.

Equivalent combination of education and experience may be considered, where advanced degrees or specialized certifications can substitute for a portion of the required professional experience.

Extensive experience with large-scale infrastructure or development projects, preferably in the aviation or mixed-use sectors.

Strong understanding of regulatory and sustainability requirements, including ISO standards, GACA regulations, and LEED certification processes.

Strong knowledge of construction regulations, materials, methods, and sustainability practices.

Prior experience with startup of new programs and organizations
