The Cost Control Engineer is responsible for monitoring, controlling, and reporting project costs to ensure the project is delivered within the approved budget. The role involves cost tracking, forecasting, variance analysis, budget management, and coordination with project, procurement, commercial, and finance teams.

Key Responsibilities

  • Monitor and control project costs against the approved budget and baseline.
  • Prepare and maintain project cost reports and cost control records.
  • Track actual costs, commitments, accruals, and forecast costs.
  • Prepare monthly cost reports and provide cost performance updates to project management.
  • Analyze cost variances and identify potential cost overruns and savings opportunities.
  • Prepare Estimate at Completion (EAC) and Estimate to Complete (ETC) reports.
  • Monitor project expenditures and ensure they remain within approved budgets.
  • Review and track purchase orders, subcontracts, commitments, invoices, and payment applications.
  • Coordinate with Procurement, Commercial, Finance, and Project teams to ensure accurate cost reporting.
  • Monitor approved changes, variations, claims, and their impact on the project budget.
  • Maintain the project cost breakdown structure and ensure proper cost allocation.
  • Assist in preparing project cash flow forecasts.
  • Monitor subcontractor and supplier costs and commitments.
  • Identify cost risks and support the development of mitigation plans.
  • Prepare cost variance analysis and provide recommendations to management.
  • Ensure all cost data and supporting documentation are accurate and properly maintained.
  • Support project forecasting, budgeting, and financial planning activities.
  • Participate in project progress and commercial meetings when required.
  • Ensure compliance with company cost-control procedures and project requirements.

Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, Finance, Accounting, or a related field.
  • Professional certifications such as PMP, AACE, or equivalent are an advantage.
  • Good knowledge of project controls and cost management systems.

Experience

  • 3–8 years of relevant experience in cost control within the construction or engineering industry.
  • Experience working on large-scale construction, EPC, infrastructure, industrial, or building projects.
  • Strong experience in project budgeting, forecasting, cost reporting, and variance analysis.
  • Experience with ERP systems and cost control/project management software.
  • Experience working with project managers, commercial teams, procurement, finance, and subcontractors.
  • Saudi Arabia/GCC project experience is preferred.
