Contract & Cost Engineer – Turnaround
Location: Mesaieed, Qatar

Job Summary
We are seeking an experienced Contract & Cost Engineer to support Turnaround activities through effective contract management, procurement, cost estimation, budgeting, cost control and commercial reporting.
Key Responsibilities
- Manage contracting and tendering activities for Turnaround services.
- Analyze scopes of work and recommend appropriate contract/tendering strategies.
- Prepare cost estimates and maintain Turnaround cost databases.
- Support annual budgeting and the 5-year rolling Turnaround CAPEX plan.
- Monitor budget vs. actual expenditure and identify cost variances/overruns.
- Prepare cost forecasts, accruals, monthly progress reports and quarterly outlook reports.
- Coordinate with Finance, Commercial, Supply Chain, Planning and Turnaround teams.
- Review contractor plans, procedures, performance and associated costs.
- Support cost-saving initiatives and long-term contracting strategies.
- Ensure appropriate OPEX/CAPEX accounting and accurate allocation of Turnaround costs.
- Develop and maintain cost-control procedures, systems and reporting.
Requirements
- Bachelor’s Degree in Engineering or a relevant discipline.
- 5–10 years of relevant experience, preferably in Oil & Gas, Petrochemical, Fertilizer, Refinery or similar industries.
- Strong experience in Turnaround/Shutdown contracts and cost control.
- Experience in cost estimation, budgeting, forecasting and variance analysis.
- Working knowledge of SAP PM and SAP MM.
- Strong Microsoft Excel, Word and PowerPoint skills.
- Good stakeholder coordination and reporting skills.
Preferred Profile: Candidates with hands-on Turnaround/Shutdown + Contracts + Cost Engineering/Cost Control experience will be highly preferred
