Position Summary
The Civil Handover Engineer is responsible for managing, inspecting, and executing the entire finalization and testing & commissioning phase of building and villa projects. The primary objective is to lead the snagging, de-snagging, and asset-documentation processes, ensuring the project transitions seamlessly from the construction phase to final handover to the Client, Consultants, and relevant UAE authorities, strictly meeting quality, safety, and contractual specifications.
Key Responsibilities & Duties
1. Snagging & Quality Control Management
- Conduct thorough pre-handover inspections of all civil, structural, and architectural finishes across villas and buildings to identify defects, snags, or non-compliance.
- Generate comprehensive, itemized snag lists using digital tracking platforms or standard corporate logs.
- Coordinate directly with Site Engineers, Foremen, and Subcontractors to ensure all identified snags are rectified efficiently and within agreed timelines.
- Lead the "de-snagging" inspections with the Consultant and Client representatives to secure formal sign-offs.
2. Handover Documentation & Testing Coordination
- Compile, organize, and manage the complete Project Handover Dossier, including As-Built drawings, Operation & Maintenance (O&M) manuals, warranties, and material test certificates.
- Coordinate with the MEP and testing teams to ensure all testing, commissioning, and specialized civil inspections (e.g., waterproofing testing, acoustic checks) are completed and documented.
- Prepare and track the issuance of the Taking-Over Certificate (TOC) and Defects Liability Certificate.
3. Authority & Stakeholder Liaison
- Assist the Project Management team in coordinating with UAE local authorities (e.g., Dubai Municipality, Civil Defence, DEWA) to secure necessary building completion certificates (BCC) where civil clearance is required.
- Act as the primary focal point of contact on-site for the Client’s representative and Consultant team during joint handover inspections.
4. Progress Tracking & Reporting
- Maintain a real-time tracking dashboard of the handover status of individual villas, building zones, or asset components.
- Provide regular, detailed progress reports to the Project Manager and Head Office regarding handover milestones, pending critical snags, and potential risks to the handover schedule.
Job Requirements & Qualifications
- Education: Bachelor’s Degree in Civil Engineering from a recognized university.
- Experience:
- Minimum of 5 years of active experience in the UAE construction sector, specifically focused on civil QA/QC, testing & commissioning, or project handover phases.
- Proven, hands-on experience in delivering residential/commercial buildings and high-end villa projects from final finishes to successful client handover.
- Technical Skills:
- In-depth knowledge of UAE local authority regulations, building codes, and standard international engineering specifications.
- Expertise in civil finishing works (snag identification in tiling, painting, joinery, waterproofing, and facades).
- Proficiency in reading As-Built drawings (AutoCAD) and managing digital snagging tools (e.g., Procore, SnagR, or similar ERP/Excel tracking systems).
- Soft Skills:
- Strong negotiation, communication, and interpersonal skills to manage relationships between Consultants, Subcontractors, and Clients.
- High attention to detail and a strict commitment to quality standards.
- Excellent command of professional English (written and verbal).
Performance Indicators (KPIs) for Evaluation
- Handover Efficiency: Percentage of villas/building zones handed over successfully on or before the contractual schedule.
- Snag Clearance Rate: Average time taken to close out civil snags with subcontractors after initial identification.
- Documentation Accuracy: Speed and accuracy in compiling the complete O&M / Handover Dossier without rejection from the Consultant.
- Stakeholder Satisfaction: Low rate of client complaints or re-inspections during official joint site walks.
