Purpose of JobThe job holder is responsible for managing Whistleblowing function including planning and enablement of irregularities reporting, management of whistleblowing platform hotline, and following-up and ensuring resolution of reported violations and issues to provide a safe and good working environment.
Job ResponsibilitiesStrategy and Planning
Contribute to the development of Audit Planning & Quality Assurance business plan ensuring alignment with ZATCA strategy
Develop the operational plan for Whistleblowing in line with Audit Planning & Quality Assurance business plan and Internal Audit strategic plan
Implement plans and provide input to enable achievement of Whistleblowing goals that support ZATCA’s overall strategic plans
Budget Management
Discuss Whistleblowing budgeting requirements with top management and provide input to the budgeting process
Ensure effective utilization of Whistleblowing budget, and report accurately on progress made and challenges encountered
Investigate and propose implementing initiatives that result in positive financial impact for Whistleblowing and mitigates financial and operational risks
Whistleblowing Planning and Enablement
Establish policies, procedures and channels to report irregularities
Develop whistleblowing reporting frameworks to ensure consistent and standardized reporting
Ensure that channels are easily accessible and in place to report suspected acts of violations
Manage the development of internal agreements including SLAs and NDAs
Promote a “speak up” culture and encourage the disclosure of wrongdoing through raising awareness of the importance of whistleblowers
Ensure protection of employees and contractors and provide support to secure safe reporting of any discovered irregularity
Investigation, Whistleblowing Support, and Reporting
Manage whistleblowing platform hotline by receiving, checking, and logging internal complaints related to internal disputes, employee misconduct or grievance
Ensure escalation of all reported violations and issues to relevant functions and manage complex investigations and identifications of necessary measures
Ensure prompt resolution of high-risk violations through provision of necessary support to secure a good work environment
Submit reports stating analysis and findings and recommended improvements to reduce irregularities and unethical behaviour in the workplace at all times
People Management
Participate in the identification and recruitment of key talent
Guide, mentor and support direct reports in order to execute duties according to set policies and processes
Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
Establish a high-performance working environment and promote ZATCA values

Education
Bachelor’s degree in Business Administration, Law, or equivalent is required
Experience
An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
