Job Specification
• Supervise ARFF shift activities and maintain continuous readiness of personnel, vehicles, rescue equipment, communication systems, and firefighting resources.
• Ensure the declared aerodrome category protection level is continuously maintained.
• Deployment of personnel and resources during aircraft emergencies, structural fires, fuel incidents, medical emergencies, hazardous material incidents, and standby operations.
• Function as the initial incident commander during emergencies until the arrival of designated incident commander as per AEP.
• Maintain operational discipline, shift supervision, personnel accountability, and compliance with approved operational procedures and safety requirements.
• Conduct operational inspections of firefighting vehicles, rescue tools, communication systems, extinguishing agents, PPE, and associated operational equipment.
• Oversee implementation of operational drills, practical exercises, shift training activities, and familiarization programmes during assigned duty periods and submit relevant reports to Training Officer.
• Ensure operational records, occurrence reports, inspection logs, vehicle checklists, and shift documentation are properly maintained and updated.
• Coordinate with ATC, medical services, security agencies, airlines, maintenance departments, and external emergency services during operational activities and emergencies.
• Ensure implementation of departmental SOPs, Airport Emergency Plan procedures, operational directives, and regulatory requirements.
Human and Technical Resources
• Supervise shift personnel deployment and ensure adequate manpower availability for operational response, standby coverage, drills, and routine duties.
• Verify competency, operational preparedness, PPE compliance, and duty readiness of personnel assigned to the operational shift.
• Ensure that all personnel deployed under are completed mandatory training requirements as per the prescribed schedule and submit the reports to Training officer.
• Monitor serviceability and operational condition of ARFF vehicles, firefighting equipment, rescue tools, communication systems, and station facilities.
• Reporting and follow-up of equipment defects, maintenance requirements, and operational deficiencies affecting emergency response capability.
• Competency development and operational mentoring of Crew Commanders, Senior Firefighters, Firefighters, and Drivers/Operators.
Planning and Programmes
• Plan and supervise shift-level operational drills, practical training sessions, equipment familiarization activities, and emergency response exercises.
• Implement departmental operational plans, training schedules, inspection programmes, and emergency preparedness activities.
• Manage operational activities during shift duty to ensure efficient time management without affecting emergency response readiness.
• Participate in operational debriefings, performance reviews, and improvement initiatives arising from incidents, drills, and exercises.
• Assist in the implementation of fire prevention activities, operational inspections, and emergency preparedness programmes where assigned.
• Ensure completion of all competency development activities as per stipulated timeframe.
Core Operational Activities
• Respond to all airport emergency calls and conduct tactical deployment of ARFF resources during emergency operations.
• Coordinate and direct firefighting, rescue, casualty handling, hazard control, evacuation, and operational containment activities during emergencies.
• Maintain effective communication and operational coordination with responding agencies and airport operational departments.
• Monitor compliance with operational response procedures, safety precautions, PPE usage, and emergency communication protocols during incidents.
• Supervise operational activities within fire stations, including inspections, readiness checks, reporting activities, and operational administration.
• Participate in post-incident reviews, operational debriefings, and implementation of corrective actions arising from emergency operations.
• Function as initial on scene commander until the arrival of designated OSC.
Human Resources Management
• Supervise operational personnel during assigned shifts and allocate duties in accordance with operational and training requirements.
• Maintain discipline, professional conduct, teamwork, and operational accountability among shift personnel.
• Monitor operational performance and competency of personnel and provide guidance, coaching, and mentoring where required.
• Conduct training and familiarization activities aimed at improving operational competency and emergency response capability.
• Ensure compliance with occupational health and safety requirements and encourage reporting of hazards, unsafe conditions, and operational concerns.
Budget and Activity Planning
• Propose ARFF CAPEX/OPEX need for next FY to Fire Chief for effective budgetary planning.
• Ensures efficient utilization of operational resources, firefighting media, vehicles, equipment, and station facilities.
• Monitor operational consumption of firefighting agents, PPE, fuel, and station resources and report replenishment or replacement requirements.
• Oversee inventory monitoring and operational stock control activities associated with firefighting and rescue operations.
• Supervise shift activities efficiently to maintain operational effectiveness and continuous emergency readiness.
Quality and Environmental Management (QMS / EMS)
• Ensure operational activities, inspections, and station records are maintained in accordance with approved quality procedures and departmental operational standards.
• Participate in audits, operational inspections, and continual improvement activities associated with ARFF operational readiness.
• Promote environmentally responsible operational practices during firefighting activities, foam handling, fuel spill response, and hazardous material incidents.
Safety Management System (SMS)
• Implement Safety Management System (SMS) requirements during operational activities and emergency response operations.
• Conduct hazard identification and operational risk assessment during routine activities and emergency incidents.
• Ensure operational occurrences, hazards, equipment failures, and safety concerns are reported through approved reporting systems.
• Participate in operational investigations, safety reviews, and corrective action implementation associated with incidents and operational occurrences.
• Promote safety awareness, operational discipline, and safe working practices among shift personnel.
