Position Overview:

The Vice President of Urban and Spatial Planning is responsible for overseeing the development and implementation of urban and spatial planning strategies in line with the overall strategy and objectives of Al-Ahsa development Authority. He assumes a leadership role in designing innovative urban plans that integrate the social, economic, and environmental needs of urban and spatial communities. He aims to improve land use, develop infrastructure, and achieve sustainable cities and regions.

Key Responsibilities:

Strategic Leadership:

Lead and manage the urban planning team, providing direction and ensuring alignment with the organization’s overall goals and objectives.

Develop and implement a comprehensive urban planning strategy that supports the organization’s long-term vision for growth and development.

Provide expert guidance on zoning, land use, infrastructure, and sustainability considerations for urban and spatial development projects.

Project Oversight:

Oversee the planning, design, and execution of urban development projects, ensuring adherence to timelines, budgets, and quality standards.

Lead the review and approval processes for all urban and spatial planning initiatives.

Ensure that projects align with local regulations, sustainability goals, and community needs.

Stakeholder Engagement:

Build and maintain strong relationships with local government officials, planners, architects, developers, and other key stakeholders.

Represent the organization in public forums, workshops, and meetings with stakeholders to advocate for urban planning strategies and gain support for initiatives.

Act as the primary point of contact for any issues or concerns related to urban and spatial planning.

Sustainability and Innovation:

Promote innovative and sustainable urban planning practices, focusing on environmental, social, and economic impacts.

Stay up-to-date with global and local trends in urbanization, smart cities, and spatial planning.

Drive initiatives that incorporate green spaces, public transportation systems, and climate resilience into urban planning processes.

Team Development:

Lead and mentor a team of urban planners, designers, analysts, and technical experts.

Provide professional development opportunities and foster a collaborative, innovative team environment.

Policy and Regulatory Compliance:

Ensure that all urban planning activities are compliant with local, state, and national policies and regulations.

Advocate for urban planning reforms and policies that enhance the organization’s ability to innovate and grow.

Financial Oversight:

Manage the budget for urban and spatial planning activities and ensure financial discipline across all projects.

Develop and present reports on project progress, financials, and outcomes to executive leadership and key stakeholders.

Monitoring and Evaluation:

Monitor and evaluate the performance of the sector’s departments, ensuring their efficiency in implementing their plans and achieving their objectives.

Monitor periodic reports on the achievements of departmental plans, programs, and projects, and evaluate them according to approved performance indicators.

Monitor and review performance indicators, identify gaps, supervise their analysis, and determine requirements for addressing them.

Identify areas for improvement and development in the sector’s plans, take action to discuss them, and determine strategic directions regarding them.

Qualifications:

Education:

Bachelor’s degree in Urban Planning, Architecture, Geography, Environmental Studies, or a related field, Master’s degree is preferred.

Experience:

Minimum of 12 years of experience in urban planning, with at least 5 years in a leadership role.
