China State Construction is currently seeking a Technical Engineer to join our Centralized Engineering Department at the Company’s Headquarters in Dubai, UAE.
Position Summary:
Review tender documents and prepare technical proposals for all tender-stage projects. Coordinate with the Tender & Cost Control team and other relevant teams to provide necessary technical information for cost estimation
Duties and Responsibilities:
Identify the ITT requirements for each project.
Prepare the Roles and Responsibilities matrix as a tool and guideline for technical preparation.
Raise queries to the client when an RFI is necessary to seek technical clarifications related to the project.
Create a qualified, compliant, and on-time technical proposal in accordance with the ITT requirements of the tender.
Ensure the technical proposal is cost-efficient, based on the most feasible and effective system, using suitable equipment and an allocated resource-based plan.
Coordinate with the Tender and Cost Control team, as well as other related departments, for internal technical discussions and meetings related to project estimation and costing.
Prepare technical presentations for client and tender meetings, including kick-off, mid-tender, and final review meetings.
Establish, maintain, and reinforce the method statement library for future standard reference in technical bid preparation.
Keep the Integrated Management procedures and manual up to date for technical bid preparation and the handover process.
Qualifications:
Bachelors Degree in Civil Engineering
5+ Years of relevant work experience
Proficiency in CAD, Microsoft Office, Revit, etc
