Job Summary

The Talent Acquisition Specialist is responsible for managing the full recruitment lifecycle for technical, engineering, project-based, and corporate positions within the construction business. The role focuses on attracting, sourcing, assessing, and hiring qualified talent while ensuring compliance with Saudi labor regulations, Saudization requirements, and company recruitment policies.

Key Responsibilities

  • Manage end-to-end recruitment for engineering, construction, project management, HSE, QA/QC, procurement, commercial, and corporate positions.
  • Collaborate with department managers to understand manpower requirements and prepare recruitment plans.
  • Prepare and publish job advertisements on recruitment portals, social media, LinkedIn, and other sourcing channels.
  • Source candidates through databases, professional networks, recruitment agencies, employee referrals, and direct search.
  • Screen resumes, conduct initial interviews, and shortlist candidates based on technical and behavioral competencies.
  • Coordinate interviews with hiring managers and ensure timely feedback.
  • Conduct reference checks and assist with employment verification.
  • Prepare employment offers and coordinate with HR Operations for onboarding and mobilization.
  • Maintain an updated Applicant Tracking System (ATS) and candidate database.
  • Ensure compliance with Saudi Labor Law, company policies, and Saudization (Nitaqat) requirements.
  • Develop talent pipelines for critical and hard-to-fill positions.
  • Build relationships with universities, recruitment agencies, and professional organizations to support hiring initiatives.
  • Monitor recruitment KPIs such as time-to-fill, cost-per-hire, offer acceptance rate, and source effectiveness.
  • Participate in career fairs, recruitment campaigns, and employer branding initiatives.
  • Prepare weekly and monthly recruitment reports for management.
  • Support continuous improvement of recruitment processes and candidate experience.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • 2–5 years of Talent Acquisition or Recruitment experience.
  • Previous recruitment experience in the construction, engineering, or contracting industry is highly preferred.
  • Professional certifications such as CIPD, SHRM, or PHR are an advantage.

Working Conditions
