Supply Chain Director Jobs in Dammam, Eastern, Saudi Arabia at Confidential

Title: Supply Chain Director

Company: Confidential

Location: Dammam, Eastern, Saudi Arabia

JOB PURPOSE

The Supply Chain Director leads and directs end-to-end supply chain operations for the Facilities Management — procurement, vendor and contract management, warehousing, logistics, and inventory control — ensuring reliable, cost-efficient, and compliant supply of materials, equipment, and services to support ongoing FM contracts. The role safeguards project continuity and service-level delivery to clients while driving cost optimization, supplier performance, and alignment with Group procurement policy, ZATCA/customs regulations, and Saudization requirements.

KEY RESPONSIBILITIES

  • Develop and execute the FM sector’s supply chain strategy in alignment with Group Supply Chain policy and overall business objectives.
  • Own end-to-end procurement operations — sourcing, tendering, negotiation, and contract award — for materials, consumables, subcontracted services, and equipment across FM contracts.
  • Lead vendor and supplier management, including qualification, performance evaluation, contract compliance, and relationship governance for strategic and critical suppliers.
  • Oversee warehousing, distribution, and logistics operations to ensure timely, accurate delivery of materials to project sites nationwide.
  • Direct inventory planning and control, minimizing stock-outs, overstocking, and working-capital exposure while maintaining service continuity.
  • Drive cost optimization initiatives — category management, demand consolidation, and strategic sourcing — to deliver measurable savings against budget.
  • Ensure full compliance with procurement policy, delegation of authority (DOA), ZATCA/customs regulations, and applicable Saudi commercial law.
  • Partner with Finance on supply chain budgeting, cash-flow forecasting for procurement commitments, and cost-center reporting.
  • Collaborate with BD/Bidding teams on supply chain cost inputs, vendor pre-qualification, and feasibility assessment for new FM tenders and contracts.
  • Coordinate with Project/Operations Managers to align procurement and logistics planning with project mobilization timelines and SLAs.
  • Lead risk management for the supply chain function — single-source dependency, price volatility, supply disruption, and business-continuity planning.
  • Champion digitalization of supply chain processes (e-procurement, inventory systems, vendor portals) to improve visibility and efficiency.
  • Build, mentor, and develop the Supply Chain team, ensuring succession planning and Saudization progression within the department.
  • Represent the FM sector in Group-level supply chain governance forums and contribute to Group-wide procurement synergies.

QUALIFICATIONS & EXPERIENCE

  • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or related field; Master’s degree preferred.
  • Professional certification such as CIPS, CSCP, CPSM, or equivalent is highly desirable.
  • Minimum 12–15 years of progressive supply chain / procurement experience, including 5+ years in a senior leadership role.
  • Prior experience within Facilities Management, Construction, or a comparable multi-site services sector in the Saudi/GCC market is strongly preferred.
  • Demonstrated track record of managing large-scale procurement budgets and multi-vendor portfolios.
  • Strong working knowledge of Saudi commercial regulations, ZATCA/customs requirements, and Nitaqat Saudization framework.
  • Experience with ERP/procurement systems (e.g., Oracle, SAP) preferred.
