Job SummaryWe are seeking an experienced HSE Manager to lead and manage all Health, Safety, and Environmental (HSE) activities for a major 400 kV GIS Substation & Transmission Project in the UAE. The successful candidate will oversee HSE operations across transformer installations, switchgear building electrical works, civil construction, and testing & commissioning, ensuring strict adherence to TAQA requirements, UAE legislation, and international standards.
Ideal Candidate Profile (Mandatory Requirements)Candidates must possess the following core combination to be considered:
- 400 kV Substation & GIS Experience: Direct track record in 400 kV GIS substations, HV electrical works, and commissioning safety.
- TAQA & UAE Compliance: Deep working knowledge of TAQA HSE standards and UAE health & safety regulations.
- NEBOSH Certification: NEBOSH IGC is strictly mandatory (NEBOSH Diploma preferred).
- EPC Execution: 10–15+ years of HSE leadership on major EPC power/infrastructure projects in the GCC.
Key Responsibilities
- HSE Management & Strategy: Develop, implement, and monitor the Project HSE Plan, emergency response procedures, and risk assessments in line with TAQA and client standards.
- HV & Energization Safety: Establish and enforce strict Permit to Work (PTW), LOTO/isolation, electrical safety, and energized-work controls for GIS, transformer, cable, and switchgear operations.
- Risk & Work Method Reviews: Review and approve Method Statements, Risk Assessments (MSRA), Job Safety Analyses (JSA/JHA), and heavy lifting plans.
- High-Risk Activity Oversight: Supervise safety protocols for crane operations, deep excavation, working at height, confined spaces, hot work, and temporary works.
- Inspections, Audits & Reporting: Conduct regular site inspections, safety campaigns, and audits. Maintain statistics registers and present HSE performance dashboards and KPI reports to management and clients.
- Incident Investigation & Culture: Lead root-cause analyses for site incidents, implement preventive actions, and drive a strong Zero Harm safety culture across all contractor and subcontractor teams.
Required Qualifications & Certifications
- Education: Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, or a related discipline.
- Mandatory Certification: NEBOSH IGC (NEBOSH International Diploma is a distinct advantage).
- Additional Certifications: IOSH, OSHA, or ISO 45001 Lead Auditor certifications preferred. Valid UAE HSE training/certifications are highly advantageous.
Required Experience
- 10–15+ years of progressive HSE experience in major EPC/infrastructure projects.
- Proven track record in 400 kV / High Voltage GIS Substations.
- Direct experience with TAQA / Abu Dhabi transmission projects and major GCC utilities/consultants.
- Comprehensive background covering civil construction through to HV testing, commissioning, and final energization.
