Job Purpose (overall high level summary of the role)
The Shariah Affairs Officer plays a critical role in safeguarding the integrity, robustness, and consistency of Shariah compliance across HBSA’s products, services, and transactions. The role supports the Head of Shariah Affairs in ensuring that all Islamic financial activities are structured, executed, and maintained in full alignment with Shariah principles, internal governance frameworks, and applicable regulatory requirements.
In addition, the role contributes to strengthening Shariah governance through active engagement in committee support, research, documentation, and ongoing post-implementation reviews to ensure sustained compliance and continuous improvement.
Key activities and decision-making areas
Shariah Advisory & Oversight
- Provide expert Shariah input on the structuring, review, and execution of Islamic products and transactions across all lines of business.
- Support business units in developing and enhancing Shariah-compliant solutions in line with market practices and regulatory expectations.
- Conduct detailed reviews of contracts, documentation, and transaction flows to ensure adherence to approved Shariah structures.
Governance & Committee Support
- Support the Shariah Committee through preparation of agendas, technical papers, and Shariah analyses.
- Document and maintain accurate minutes of meetings and track resolutions to ensure proper implementation.
- Liaise effectively with Shariah Committee members to facilitate timely approvals and clarifications.
Shariah Compliance Monitoring
- Perform periodic post-implementation reviews of products, services, and transactions to ensure continued compliance with Shariah rulings.
- Identify gaps, recommend corrective actions, and follow through on remediation plans.
- Ensure alignment with resolutions of the HBSA Shariah Committee and relevant international standards.
Operational Effectiveness & Control
- Assist in the implementation and continuous enhancement of Shariah governance frameworks, policies, and procedures.
- Ensure timely Shariah sign-offs for new products and transactions.
- Support internal control processes and contribute to audit readiness and regulatory compliance.
Risk Management
- Proactively identify and assess Shariah non-compliance risks inherent in business activities.
- Balance commercial objectives with robust Shariah oversight, particularly under tight timelines and complex documentation environments.
- Address audit findings and regulatory observations in a timely and effective manner.
Role Context
- Supports HBSA Shariah Compliant activities for new Shariah related product compliance and undertake periodic reviews of existing Shariah Activities.
- Assist on the approvals and calculations related to the donations and purification of non-permissible incomes to charity under guidance from the line manager and the Shariah Committee.
- Assist with formal governance tasks including compiling the Shariah Committee agenda, preparation of the related Shariah researches and analysis, documenting minutes of SC meetings, and communicating with the SC members for clarifications and approvals when required.
Qualifications
- Bachelor’s degree in Shariah is required.
- AAOIFI/CIB Certificate is in advantage.
- Arabic as native language. And also, must be fluent in English.
Experience
- 2 years of relevant experience is an advantage.
- Prior experience in Sharia Affairs in a banking/financial institution.
