Job Summary

The Traffic Management Engineer is responsible for planning, reviewing, implementing, and monitoring all temporary traffic management and road safety requirements during construction activities. The role ensures that traffic management schemes, detours, staging plans, and work zone operations comply with applicable Saudi Highway Code (SHC), local authority requirements, and international best practices while maintaining public safety and minimizing disruption to traffic.

Key Responsibilities

  • Develop, review, and approve Temporary Traffic Management (TTM) plans for construction projects.
  • Provide technical oversight for all traffic management proposals during construction.
  • Design safe, efficient, and practical traffic diversion and detour schemes that minimize traffic disruption.
  • Develop traffic staging and phasing plans aligned with construction sequencing and project schedules.
  • Conduct road safety inspections, road safety audits, and work zone safety assessments in accordance with SHC guidelines and relevant international standards.
  • Evaluate existing road networks to identify traffic hazards and recommend corrective actions.
  • Review engineering drawings, traffic control plans, and safety features to ensure compliance with project specifications and regulatory requirements.
  • Coordinate with contractors, consultants, clients, and government authorities regarding traffic management approvals and implementation.
  • Monitor on-site traffic management activities to ensure compliance with approved traffic control plans.
  • Ensure traffic management solutions maintain emergency vehicle access, pedestrian safety, accessibility, and operational continuity.
  • Identify traffic-related risks and implement mitigation measures throughout construction activities.
  • Prepare technical reports, traffic management documentation, and inspection records.
  • Support incident investigations and recommend corrective and preventive actions.
  • Ensure all temporary traffic control devices, signage, barriers, and road markings comply with applicable standards.
  • Participate in project meetings and provide technical advice on traffic management and road safety matters.

Qualifications

  • Bachelor's Degree in Civil Engineering, Traffic Engineering, or a related engineering discipline.
  • Professional certifications in Traffic Management or Road Safety are an advantage.

Experience

  • Minimum 15+ years of relevant experience in traffic management, work zone safety, road safety engineering, or traffic control.
  • Previous experience on major infrastructure, highways, or PMC projects.
  • Experience within Saudi Arabia or GCC countries is highly preferred.

Technical Skills

  • Strong knowledge of Temporary Traffic Management (TTM) principles and work zone safety.
  • Experience in traffic diversion planning and construction traffic management.
  • Thorough understanding of Saudi Highway Code (SHC) requirements and relevant international standards.
  • Ability to review traffic engineering drawings, traffic control plans, and safety layouts.
  • Knowledge of road safety auditing and inspection methodologies.
  • Familiarity with construction sequencing, traffic staging, and phasing strategies.
  • Proficiency in AutoCAD, Civil 3D, or other traffic engineering software is an advantage.
  • Strong report writing and technical documentation skills.
