Overview

We are seeking an experienced Senior Procurement Manager to join a leading EPC/Main Contractor delivering a major Bio Pharmaceutical project in Riyadh, Saudi Arabia.

The successful candidate will be responsible for leading all procurement activities across the project, ensuring the timely and cost-effective procurement of materials, equipment, subcontract packages and specialist systems required for a highly regulated pharmaceutical environment. This role will work closely with project, engineering, commercial and construction teams to ensure procurement strategies align with project delivery objectives.

Key Responsibilities

  • Lead and manage the end-to-end procurement process for a large-scale Bio Pharmaceutical project.
  • Develop and implement procurement strategies to support project delivery schedules and commercial objectives.
  • Manage the procurement of long-lead equipment, specialist pharmaceutical systems, MEP packages and construction materials.
  • Prepare and issue enquiries, evaluate bids, negotiate commercial terms and make award recommendations.
  • Develop and maintain relationships with suppliers, manufacturers and subcontractors both locally and internationally.
  • Ensure procurement activities comply with company policies, project specifications and contractual requirements.
  • Monitor supplier performance, manufacturing progress and delivery schedules to mitigate project risks.
  • Work closely with engineering teams to review technical submissions and ensure procurement aligns with project requirements.
  • Coordinate logistics, expediting and delivery activities to ensure materials arrive on site in accordance with the construction programme.
  • Identify opportunities for cost savings, value engineering and procurement efficiencies.
  • Prepare procurement reports, forecasts and updates for senior management.
  • Support contract negotiations and supplier claims management where required.
  • Lead and mentor procurement team members throughout the project lifecycle.

Requirements

  • Bachelor's Degree in Supply Chain Management, Procurement, Engineering, Construction Management or a related discipline.
  • Minimum 10-15 years of procurement experience within the construction, EPC or industrial sectors.
  • Proven experience working on large-scale pharmaceutical, life sciences, biotechnology, cleanroom, semiconductor, advanced manufacturing or highly regulated projects.
  • Strong understanding of procurement processes, contract administration and supplier management.
  • Experience procuring complex MEP systems, process equipment and specialist subcontract packages.
  • Strong commercial awareness and negotiation skills.
  • Experience managing international supply chains and long-lead procurement activities.
  • Excellent stakeholder management and communication skills.
  • Proficient in procurement and ERP systems.
  • Ability to work within a fast-paced project environment and manage multiple procurement packages simultaneously.

Preferred Experience

  • Previous Middle East project experience.
  • Experience working on GMP-regulated pharmaceutical or life sciences facilities.
  • Familiarity with international procurement and logistics requirements.
  • Membership of a recognised procurement or supply chain professional body is advantageous.
