About the Role

We are seeking an experienced Senior Cost Manager to join our Construction Supervision and Design Engineering team. The successful candidate will lead cost management activities across complex construction and engineering projects, ensuring commercial control, accurate cost forecasting, and value-driven decision-making from design through to completion.

Key Responsibilities

  • Lead end-to-end cost management for major construction and design engineering projects, including budgeting, cost planning, forecasting, and final account settlement.
  • Prepare, review, and manage Bills of Quantities (BOQ), cost estimates, quotations, and commercial proposals.
  • Provide commercial advice during design stages to optimise value engineering and control cost exposure.
  • Monitor and control project costs against approved budgets; identify variances, risks, and opportunities, and recommend corrective actions.
  • Manage change control processes, variation assessments, and claims evaluation in accordance with contract conditions.
  • Prepare and present regular cost reports, cash-flow forecasts, and commercial dashboards to senior management and clients.
  • Support tender evaluation, bid analysis, and contractor commercial negotiations.
  • Mentor junior quantity surveyors and cost engineers; promote best practice in cost management and commercial governance.
  • Ensure compliance with company procedures, relevant standards, and client requirements.
  • Deliver clear, professional presentations of cost data, commercial strategies, and recommendations to stakeholders.

Required Experience & Qualifications

  • Minimum 15 years of progressive experience in Cost Management within the construction and/or design engineering sectors.
  • Proven track record as a Quantity Surveyor with strong hands-on experience in preparing and managing Bills of Quantities (BOQ), quotations, and commercial proposals.
  • Solid understanding of construction contracts, measurement rules, cost planning techniques, and commercial administration.
  • Demonstrable experience working on construction supervision and design engineering projects.
  • Excellent presentation and communication skills, with the ability to present complex cost information clearly to technical and non-technical audiences.
  • Strong analytical, commercial, and problem-solving skills.
  • Proficiency in relevant cost management and estimating software, as well as Microsoft Office (especially Excel and PowerPoint).
  • Relevant professional qualification (e.g., RICS, CIOB, or equivalent) preferred.
