Responsibilities

  • Lead pre‑contract and post‑contract administration for major infrastructure and construction packages.
  • Ensure compliance with main contract agreements, joint venture requirements, client procedures, and project governance standards.
  • Manage complex variation orders, extension of time requests, change events, commercial claims, and contractual notices.
  • Review and negotiate high‑value claims using contract records, schedules, correspondence, site data, and commercial evidence.
  • Provide senior contractual advice to the Project Director, client representatives, executive teams, and project leadership.
  • Develop risk mitigation strategies for contractual exposure, dispute prevention, payment issues, and commercial close‑out risks.
  • Lead dispute resolution activities in coordination with legal, commercial, executive, and client‑side teams.
  • Supervise review and approval of monthly progress payments, interim payment certificates, final accounts, and contractor package close‑outs.
  • Establish strong contract management procedures for correspondence control, claims tracking, document logging, and commercial record keeping.
  • Review contractor submissions, contractual correspondence, notices, amendments, settlement proposals, and commercial reports.
  • Mentor and manage quantity surveyors, contract administrators, cost specialists, and commercial support staff.
  • Support negotiation meetings, senior stakeholder discussions, claims workshops, and executive commercial briefings.

Ideal Profile

  • Bachelor’s degree in Quantity Surveying, Law, Civil Engineering, Construction Management, or a related discipline.
  • Minimum 15 years of post‑qualification experience in contract administration and commercial management.
  • Strong background in large‑scale international mega‑projects, infrastructure programmes, construction packages, or major development schemes.
  • Deep experience with FIDIC contract forms, including Red Book, Yellow Book, Blue Book, or equivalent bespoke project contracts.
  • Prior exposure to NEOM, Public Investment Fund projects, Saudi Arabian giga‑projects, or GCC mega‑project environments is strongly preferred.
  • Strong understanding of Saudi procurement laws, commercial governance, claims analysis, and dispute resolution practices.
  • Professional chartership such as MRICS, MCIArb, or an equivalent credential is highly desirable.
  • Proven ability to evaluate variations, extension of time claims, commercial entitlements, final accounts, and contract close‑out matters.
  • Strong leadership capability with experience managing quantity surveyors, contract administrators, and commercial specialists.
  • Full professional proficiency in written and spoken English.
  • Arabic fluency is an advantage for local stakeholder and authority coordination.
  • Exceptional negotiation skills, analytical judgment, executive presence, and ability to work with senior client stakeholders.
