Senior Commercial Manager (Pre-Contract)

1. Position Purpose

The Senior Commercial Manager (Pre-Contract) holds a pivotal leadership role within our cost management team, supporting a major KSA Giga program client, focusing primarily on up-front capital cost planning, design stage cost plans, and BoQ’s, and tendering support. Operating in a client advisory capacity, this role ensures long-term cost certainty and comprehensive cost risk mitigation from project inception through to contract award. 

The ideal candidate brings advanced expertise in cost management/cost planning throughout the project pre-contract life cycle, measurement standards, pricing methodologies, and benchmarking tailored to the KSA region, ensuring maximum cost certainty and value from project inception. 

2. Key Responsibilities

Strategic Cost Planning & Design Economics

  • Develop, refine, and manage high-level project budgets, benchmark metrics, cost plans, and cash flow forecasts from conceptual stages through to detailed design and tender. 
  • Oversee the preparation of accurate Bills of Quantities (BOQ) and Pricing Pre-Tender Estimates (PTE) utilizing standard measurement principles such as POMI, NRM, and CESMM. 
  • Lead internal value engineering and project optimization exercises to ensure cost certainty, adding maximum design value within the client’s established financial limits. 
  • Establish advanced cost-escalation and indexation formulas within pre-contract budgets to protect client positions against volatile local material and labor markets.
  • Establish and manage cost/commercial risk registers during the design phases to identify, quantify, and mitigate volatile market pricing variables before market release. 

Tendering

  • Provide commercial responses to tender queries relating to the BoQ raised during the tendering process.
  • If required, provide commercial tender reviews, analysis, and bid scoring models. 

Client Advisory 

  • Provide expert-level, direct commercial/cost advice to clients and program directors, defending cost-to-value allocations. 
  • Serve as the chief presenter to the client for high-value cost plans, area statements, VE alternatives, cost risks, PTE’s, and BoQ’s generated by the company, explaining variations against the CAPEX budget / previous cost plans.

Leadership & Resource Optimization

  • Mentor, lead, and direct a high-performance, multidisciplinary team of Quantity Surveyors and Estimators across the client portfolio of projects. 
  • Manage regional resource allocation and coordinate workforce capacity in support of the required company deliverables.

3. Core Technical Competencies 

Core Technical Competencies

  • Proven mastery of initial cost forecasting, price benchmarking, design package control, and complex risk allocation models.
  • Comprehensive technical command over measurement protocols (POMI and NRM are essential) alongside modern estimation tools (e.g., CostX, Candy) and MS Excel. 
  • Outstanding command of technical English (written and verbal), with the executive presence needed to manage high-level client interfaces and challenging stakeholder relationships. 

4. Qualifications & Experience

  • Academic Background: Bachelor’s degree in Quantity Surveying, Commercial Management, Civil Engineering, or a strictly related construction discipline. 
  • Professional Credentials: Professional Chartership status with a globally recognized institution is highly preferred (e.g., Member of the Royal Institution of Chartered Surveyors – MRICS). 
  • Overall Career Profile: Minimum of 12 to 15 years of progressive commercial/cost management experience within construction, infrastructure, or project consultancy environments. 
  • Regional & Market Exposure: Minimum of 3 to 5 years of active GCC experience, with a dedicated preference for candidates demonstrating deep familiarity with the KSA giga-project landscape or semi-governmental developer systems.
