Position: Quantity Surveyor (QS) – Civil / Architectural
Position Overview
A leading contracting company is seeking an experienced Quantity Surveyor specializing in Civil and Architectural works to manage all cost and contract-related activities for large-scale retail commercial, healthcare, residential, and mixed-use projects across the Kingdom of Saudi Arabia. The successful candidate will be responsible for cost planning, measurement, valuation, and contract administration from pre-contract through to final account, ensuring projects are delivered within approved budgets and in compliance with contract terms.
Key Responsibilities
- Prepare, review, and manage Bills of Quantities (BOQs) for civil and architectural works including substructure, superstructure, finishes, and external works.
- Conduct detailed measurement and quantification of civil and architectural elements from drawings, specifications, and site conditions.
- Prepare cost estimates, budgets, and cost plans at various stages of the project lifecycle.
- Manage pre-contract activities including tender preparation, analysis of subcontractor and supplier quotations, and recommendation of awards.
- Administer subcontracts and supply agreements including preparation of subcontract documents, interim valuations, variation assessments, and final accounts.
- Prepare and submit monthly interim payment applications to clients and certify subcontractor payment valuations.
- Identify, assess, and submit variation orders and claims for additional works, extensions of time, and loss and expense in accordance with contract conditions.
- Monitor project costs against approved budgets, identify cost overruns, and implement corrective measures.
- Prepare cost reports, cashflow forecasts, and CVR (Cost Value Reconciliation) reports for management review.
- Coordinate with project managers, site engineers, and procurement teams to ensure accurate and timely cost reporting.
- Manage final account negotiations and settlements with clients and subcontractors.
- Ensure compliance with contract conditions (FIDIC, NEC, or bespoke contracts) and company commercial policies.
- Maintain accurate and up-to-date commercial records, correspondence, and contractual documentation.
- Support dispute resolution processes including preparation of claims and supporting documentation.
Qualifications and Requirements
Education:
- Bachelor’s Degree in Quantity Surveying, Civil Engineering, or Construction Management from a recognized university.
- Professional membership or certification in quantity surveying is an advantage.
Experience:
- Minimum 5–8 years of quantity surveying experience in construction with a focus on civil and architectural works.
- Proven experience working on large-scale retail commercial, healthcare, residential, and/or mixed-use projects.
- Strong background in measurement, cost planning, contract administration, and claims management.
Certifications (Preferred):
- MRICS (Member of the Royal Institution of Chartered Surveyors) or working towards chartership.
- Familiarity with FIDIC contract conditions.
Language Requirements:
- English proficiency is mandatory.
- Arabic proficiency is preferred.
Technical
Skills:
- Strong ability to read and interpret civil and architectural drawings, specifications, and contract documents.
- Proficiency in QS software such as CostX, Candy, or similar measurement and estimating tools.
- Advanced proficiency in Microsoft Excel for cost reporting, budgeting, and analysis.
- Solid understanding of construction contracts (FIDIC, NEC, or bespoke), claims procedures, and dispute resolution.
- Knowledge of local Saudi market rates, SASO standards, and Saudi Building Code (SBC).
- Familiarity with ERP systems for cost tracking and reporting.
