Job Overview:

We are seeking an experienced QS Manager / Contract Manager to join our dynamic team. The ideal candidate will have at least 15 years of hands-on experience in civil projects, overseeing cost management, contract administration, procurement processes, and the preparation of key project financial documentation. This role requires expertise in managing complex contracts and cost-related activities, ensuring projects are delivered on time, within budget, and in compliance with legal and contractual obligations.

Key Responsibilities:

Cost Management & Estimating:
Lead the preparation and review of cost estimates, budgets, and financial forecasts for civil engineering projects.
Monitor project costs and ensure adherence to the approved budget.
Provide detailed cost analysis and recommendations for cost-saving strategies throughout project life cycles.
Contract Administration:
Administer all aspects of contracts including negotiating, drafting, and managing variations, claims, and disputes.
Review and interpret contract terms and conditions, ensuring compliance with both company and client expectations.
Lead contract reviews and provide input for contract documentation and risk management.
Procurement Management:
Oversee the procurement process for subcontracts, materials, and services, ensuring competitive bidding and cost efficiency.
Manage contract awards and ensure suppliers and subcontractors meet project requirements and deadlines.
Risk and Compliance Management:
Assess and manage project risks, ensuring timely identification and resolution of any issues related to cost or contractual obligations.
Ensure compliance with industry regulations, standards, and legal requirements throughout the lifecycle of the project.
Payment Certification & Financial Reporting:
Prepare Monthly Payment Certificates
Certify subcontractor monthly bills and issue Payment Certificates by incorporating terms & conditions as per contract agreements or LPO.
Prepare monthly cash flow reports for submission to the head office.
Follow up with the client for Payment Certificates (PCs) and review the approved PCs for any revisions made by the Client QS before submitting the Tax Invoice.
Tracking & Documentation:
Maintain Inspection Request Logs and update them on a daily basis.
Monitor subcontractor work progress and payment certificates by maintaining subcontractor tracking sheets, which are automatically updated by advanced Excel formulas.
Oversee the proper tracking and recording of all payments and submissions related to contracts.
Variation & Claims Management:
Conduct variation analysis and provide recommendations for change orders.
Ensure proper management of variations in accordance with the contract terms and conditions.
Team Leadership & Stakeholder Communication:
Supervise and mentor junior quantity surveyors and contract administrators, providing guidance and leadership.
Collaborate with project managers, engineers, and other departments to align project goals, deliverables, and timelines.
Act as the key point of contact for clients, consultants, and subcontractors concerning contract-related matters.
Reporting & Documentation:
Prepare and present monthly reports on project cost, contract status, and risk assessments.
Maintain detailed records of contracts, change orders, and any correspondence with stakeholders.

Qualifications & Requirements:

Education:
A Bachelor’s or Master’s degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
Professional Certifications:
RICS, MRICS, or equivalent professional qualification is highly desirable.
Experience:
At least 15 years of experience in quantity surveying, contract management, or a related field within the civil engineering / construction industry.
Proven track record of managing large-scale civil projects, particularly in infrastructure, residential, commercial, or industrial sectors.
Strong understanding of civil project lifecycle, cost estimation, procurement processes, and contract law.
Skills:
Exceptional knowledge of contract terms, conditions, and dispute resolution.
Strong leadership and mentoring abilities.
Excellent communication, negotiation, and presentation skills.
Advanced proficiency with cost estimation and project management software (e.g., MS Excel, Procore, Aconex, or similar tools).
Ability to analyze complex contractual documents and identify potential risks.

Job Type: Full-time

Pay: AED10,000.00 – AED14,000.00 per month
