Position: QNB3789 – Senior Manager – Fraud Assurance & Strategy (Qatarization)

Job Purpose Summary

The incumbent will be responsible for implementing different assurance programs and tools to make sure the strategy of the anti‑fraud activities within QNB Group Compliance is working efficiently, particularly in preventing and detecting all fraud events, responding promptly, and reporting through the appropriate channels for escalation, investigation and feedback. The role is focused on managing fraud risks within the Group (excluding card fraud), and proactively feeding up the fraud risk assessment process for continuous enhancement.

  • Assist in designing a fraud risk assessment strategy that considers all business segments, customer categories and locations.
  • Assess fraud risk exposure periodically to identify potential schemes and events that need mitigation.
  • Test, based on the fraud control matrix, the efficiency and adequacy of fraud control tools and procedures.
  • Design prevention techniques to avoid key fraud risk events and mitigate impacts.
  • Implement detection techniques to uncover fraud when preventive measures fail.
  • Monitor fraud rule performance and enhance monitoring efficiency.
  • Perform needs analysis to strengthen the fraud monitoring system and expand its coverage to more channels, products and fields.
  • Manage fraud rules and revise them as necessary.
  • Suggest new testing and monitoring techniques covering fraud risk.
  • Prioritize awareness topics for executive management related to fraud control.
  • Establish priorities within the annual anti‑fraud plan using a risk‑based approach.
  • Participate in designing detection techniques for uncovered fraud events when preventive measures fail.
  • Implement KPIs and best practices for Senior Manager, Fraud Assurance and Strategy.
  • Promote cost consciousness, efficiency and productivity while minimizing waste and optimizing benefits.
  • Act within delegated powers.
  • Demonstrate clear understanding of the bank’s financial and non‑financial performance factors.

Customer (Internal & External) Responsibilities

  • Liaise with Group divisions, departments, zones and branches to identify and confirm suspicious behaviour and attempted fraud activity, thereby contributing to loss reduction.
  • Build and maintain strong relationships with all departments and units to achieve Group goals.
  • Collaborate with Information Security on enhancements and issue resolution of the Enterprise Fraud Management system.
  • Ensure adequate coverage of Group operations to avoid fines or losses.
  • Provide ongoing advisory services and guidance on fraud matters to subsidiaries.
  • Coordinate communication with relevant departments and third‑party vendors for fraud projects.
  • Provide timely information to auditors and regulators as required to resolve queries.
  • Assist customers with product queries and request solutions.
  • Maintain SLA‑compliant activities with internal departments to improve turnaround time.
  • Provide accurate data to internal/external auditors, compliance, financial control and risk teams.
  • Support risk mitigation by maintaining fraud control infrastructure.
  • Analyze performance parameters to support rule appropriateness and recommend enhancements.
  • Ensure an effective fraud deterrence framework is in place.
  • Establish and maintain Group fraud policies.
  • Assist the Vice President of Anti‑Fraud Assurance and Strategy with compliance anti‑fraud services for all business lines.
  • Advise on fraud risk management practices.
  • Develop compliance plans and policy manuals for Board approval.
  • Update policies in response to regulatory changes.
  • Report non‑compliance risks, identified frauds and corrective actions to upper management.
  • Forward fraud incidents to investigations team and track outcomes.
  • Prepare and update anti‑fraud training programs.
  • Embed new policies and procedures with key controls for detection and prevention.
  • Provide real‑time corrective actions and compliance oversight.
  • Issue studies and manuals on new regulations and standards.
  • Work with Human Capital to ensure awareness among personnel through training, seminars, etc.
