Job Summary
The Purchasing Manager is responsible for overseeing all procurement activities related to fleet operations across all regions, including spare parts, vehicles, materials, and services. The role ensures timely, cost-effective, and high-quality procurement while managing a distributed team of purchasing representatives and optimizing the supply chain in alignment with company policies and objectives.
Key Responsibilities
Procurement Strategy & Planning
- Develop and execute annual procurement plans aligned with fleet operational requirements.
- Assign tasks and responsibilities to purchasing representatives across all regions.
- Monitor and evaluate the performance of procurement representatives regularly.
Procurement Operations
- Source and procure spare parts, materials, and services at competitive prices and required quality standards.
- Build and maintain an updated database of approved suppliers across all regions.
- Manage both local and international procurement processes (in-person and online).
- Negotiate with suppliers to secure optimal commercial terms.
- Review and validate Purchase Orders (POs) ensuring accuracy and compliance.
- Follow up on procurement orders until final delivery and receipt.
- Review and manage supplier contracts and ensure timely renewals.
Coordination & Stakeholder Management
- Coordinate with warehouse and inventory teams to ensure material availability.
- Collaborate with maintenance workshops to support uninterrupted fleet operations.
- Review and compare quotations technically and financially before making recommendations.
- Monitor market price fluctuations and prepare comparative analysis reports.
Reporting & Documentation
- Maintain complete and organized procurement records (POs, quotations, invoices, contracts).
- Prepare periodic procurement reports and submit them to the Fleet Executive Director.
- Participate in the preparation of the annual procurement budget.
Process Improvement
- Contribute to the development and enhancement of procurement policies and procedures.
- Identify opportunities to improve procurement efficiency and reduce costs.
Qualifications & Requirements
- Diploma or Bachelor’s degree in Business Administration, Supply Chain Management, Mechanical Engineering, or a related field.
- 5–7 years of experience in procurement, preferably within automotive or fleet-related industries.
- Experience managing multi-site procurement teams.
- Strong knowledge of vehicle spare parts (light & heavy vehicles).
- Strong negotiation and contract management skills.
- Proficiency in ERP systems and Microsoft Office applications.
- Strong analytical, organizational, and decision-making skills.
- Ability to work under pressure and manage priorities effectively.
- Proficiency in Arabic and English (spoken and written).
