• Participation in transforming investment ideas into actionable projects, ensuring engineering and financial feasibility.

• Involvement in feasibility studies and evaluating technical inputs and preliminary cost estimates and schedules for projects to ensure the accuracy of economic feasibility studies.

• Managing and directing design and overseeing the preparation of architectural and engineering designs (conceptual, preliminary, and detailed) either through an internal team or in coordination with external consulting firms.

• Value engineering and reviewing designs to reduce costs without compromising quality or operational efficiency for the project.

• Extracting the necessary permits and leading work teams while ensuring compliance with all required governmental approvals, construction permits, and necessary environmental and technical certifications.

• Ability to assess design efficiency: the success rate of “Value Engineering” in providing cost savings without affecting the project’s commercial attractiveness.

• Monitoring the stages of bid submission and preparing technical and financial proposals.

• Preparing bid documents and overseeing the preparation of quantity schedules, technical specifications, and reference conditions for contractors and consultants, and responding to any technical inquiries.

• Evaluating bids and analyzing the technical and financial proposals submitted by contractors and suppliers, and providing recommendations to senior management for the most suitable selection.

• Managing contracts and reviewing the technical aspects of contracts (such as FIDIC contracts) to ensure the protection of the company’s rights and minimize legal and financial risks.

• Managing the schedule and budget and monitoring the progress of work and comparing it with the planned schedules (Baseline), and taking corrective actions to address any deviations in time or cost.

• Monitoring quality and ensuring that all materials used and methods of implementation comply with the highest standards and technical specifications.

• Managing change orders and studying and evaluating any modifications required during implementation, and approving them only if they benefit the project and do not adversely affect the budget significantly.

• Managing risks and anticipating technical or logistical issues on-site and developing contingency plans to address them.

• Monitoring trial works and experimental operations to ensure the readiness of projects for delivery and operation.

• Completing punch lists, identifying defects or minor deficiencies, and ensuring the contractor rectifies them before final acceptance.

• Delivering the project to asset management or operation, and ensuring that all operational and maintenance manuals are available and that the execution and maintenance documents are complete.

• Closing contracts: finalizing financial entitlements for contractors and consultants and issuing completion certificates.

• Ability to manage diverse technical teams and assess the performance of labor activities and determine performance indicators and analyze them.

• Preparing technical reports and proposals for projects and the ability to present ideas and communicate them effectively.

• Ability to prepare annual or quarterly reports for the accompanying work teams.

• Ability to read and analyze financial statements and participate in preparing annual budgets.

• Monitoring payment disbursements and coordinating with other departments regarding payment schedules.

• Ability to identify and update project budgets and determine the rate of deviation in actual costs from the approved budget.

• Ability to prepare organizational structures and determine the technical teams for each project, whether from supervising consultants or contractors.

• Ability to read and analyze periodic reports and determine the adequacy of contractor outputs with the required specifications.

• Ability to review and prepare required engineering solutions and technical modifications on the drawings.

• Ability to negotiate with external parties and analyze terms and understand estimated prices for project implementation.

• Ability to identify direct and indirect costs and prepare initial cost estimates for projects.
