Job Purpose

Lead assigned capital projects from a Project Management perspective, covering all aspects of projects from inception through construction, commissioning and handover. Ensure projects are completed on time, within budget, and in a safe manner, and in accordance with project requirements, specifications, and applicable standards. Actions must be consistent with the project economics and support the project execution plan. Lead the team through FEED, Detail Design, and Procurement and support the project team during Construction and Start-up phases of the project.

Key Accountabilities

Project Management

  • Lead the Project Management Team (PMT) through all phases of project execution, including Conceptual, Feasibility, FEED, Detail Engineering, EPC, Construction, Commissioning, and Closeout.
  • Prepare and issue the Project Execution Plan (PEP) to provide a structured roadmap for project delivery.
  • Define the project scope of work for all phases of execution to ensure clarity of deliverables for Engineering or EPC Contractors.
  • Manage the prequalification process for Engineering/EPC contractors to ensure selection of capable partners.
  • Evaluate technical bids submitted by contractors, including scope, deviations, man-hour estimates, schedules, exclusions, and milestones, and resolve technical queries.
  • Facilitate kick-off meetings with contractors to establish clear expectations and alignment between company and contractor.
  • Identify and assess deviation requests to technical specifications and regulatory requirements, and maintain the Deviation Request Register.
  • Participate in design review activities such as document reviews, 3D model reviews, field visits, FATs, and SATs to ensure technical integrity.
  • Verify that procurement activities comply with technical specifications and contractual requirements.
  • Manage the procurement of long-lead items to ensure timely availability in line with project schedules.
  • Manage performance of engineering contractor Against Project Execution Plan.
  • Ensure timely communication of project performance to Management.
  • Ensure Management of Change process is followed to avoid scope creeps.
  • Assist Enterprise Risk Management department for prompt identification of project risks and develop plans for risk mitigation.
  • Ensure timely action on any contractor claim and work with Management for its resolution.

Design Responsibilities

  • Lead and manage Front-End Loading (FEL) and Detailed Engineering activities to ensure alignment with project scope and standards.
  • Oversee both internal and external multidisciplinary teams to execute projects.
  • Support the review of contractor design of PFDs, P&IDs, plot plans, 3D model reviews, HAZOP/LOPA sessions, heat and energy material balances, process design, etc.
  • Review and provide feedback on designs, equipment selections, and construction plans with other project team members.
  • Coordinate all project economic studies with company Strategy Group to support decision-making and project viability.
  • Develop creative and cost-effective safe solutions for design and engineering issues.

Construction Responsibilities

  • Support the construction team by providing guidance on overall plant design and philosophy to ensure alignment with project objectives.
  • Facilitate the resolution of technical issues between the construction contractor and the engineering design contractor to maintain smooth execution.
  • Facilitate the resolution of technical issues between the construction contractor and company construction personnel to ensure effective collaboration.
  • Perform inspections and reviews of the facility during construction to confirm compliance with project specifications and issued-for-construction documents.
  • Review as-built drawings, vendor documentation, and data books, and accept final documentation upon completion.
  • Participate in Pre-Startup Safety Reviews (PSSR) and final acceptance of constructed facilities from the contractor to ensure readiness for operations.

Startup Responsibilities

  • Provide engineering and technical support to the commissioning and start-up team to ensure safe and efficient plant startup.
  • Assist in technical and financial closure of the project following completion and startup of the project.
  • Assist in closing warranty issues and technical disputes with the engineering consultant and/or construction contractor.

Safety in Design

  • Ensure compliance with OSHA, NFPA, RLIC and company safety codes/standards/procedures during design and engineering of projects.

Policies, Systems, Processes and Procedures

  • Ensure company’s Project Management Practices and Tools (QPROMT) process is followed throughout the project from Phase 1 to Phase 5
  • Contribute to the identification of opportunities for the continuous improvement of departmental systems, policies, processes and practices taking into account ‘international leading practices’ in order to improve productivity and operational efficiency.

Quality, Health, Security, Safety and Environment

  • Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls to guarantee employee safety and delivery of high-quality products/services.

Reporting

  • Prepare relative reports in a timely and accurate manner in order to meet the departmental requirements, policies and standards.

Qatarization

  • Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.

Qualifications & Experience

Education

Required: Bachelor’s Degree in Engineering. (Instrumentation/Electrical & Electronics)

Preferred: Master Degree in Engineering

Experience

Required: 5-7 years of experience in the O&G Industry.

Preferred: Similar experience in Petrochemicals Industry.
