This position is on-site based in Damascus Governorate, Syria.

Position Objective:

Ensure effective planning, monitoring, and control of all project activities to achieve delivery within scope, schedule, budget, and quality. • Establish a centralized project controls framework covering scheduling, reporting, cost control, contract management, material/warehouse operations, asset management, HSE, permitting, and QA. • Strengthen cross-functional coordination to ensure seamless execution and timely decision-making. • Enhance project visibility through standardized reporting, dashboards, KPIs, and analytics. • Drive operational excellence by improving processes, automating reporting, and ensuring data integrity across systems. • Proactively identify risks, variances, and performance gaps and lead corrective/preventive actions. • Ensure compliance with client requirements, regulatory bodies, and internal governance standards.

Job Description & Responsibilities:

  • Control and manage all project scope and budget activities from planning through implementation and final handover.
  • Oversee scope assignment and distribution to contractors across all regions.
  • Manage Project Controls Office resources to support inter‑project reporting, scheduling, and coordination requirements.
  • Monitor and follow up on invoicing activities in line with client processes to close financial gaps and achieve management KPIs.
  • Align, unify, and enhance all project reporting practices across departments and regions.
  • Oversee, consolidate, and manage system modifications in coordination with relevant internal and client departments.
  • Conduct system audits to identify discrepancies, ensure data accuracy, and drive stakeholder accountability.
  • Manage preparation of the detailed Project Implementation Plan (PIP) and oversee scheduling and reporting activities.
  • Conduct regular meetings with internal teams, contractors, and external stakeholders to ensure consistent and uniform project control practices.
  • Monitor project progress and measure performance against the approved Vendor/Contractor PIP.
  • Initiate and chair regular Project Controls meetings to ensure timely and orderly execution of all workstreams.
  • Coordinate with Project Control & Contracts (PCC) teams and stakeholders to close financial gaps as per agreed plans.
  • Produce handover performance reports and compliance analyses to support invoicing and contractor performance evaluation.
  • Prepare and maintain the Project Communication Plan and establish effective communication channels for information flow.
  • Oversee the full change management process to ensure scope, budget, and schedule stability across all stakeholders.
  • Develop, update, and enforce department processes related to network implementation and project control activities.
  • Establish and manage the project risk management framework, including risk identification, impact assessment, and mitigation planning.
  • Build and maintain strong working relationships with client management and key stakeholders.
  • Establish effective working relationships with vendor and contractor Project Control teams to ensure alignment and performance.
  • Oversee reporting, scheduling, cost control, contract management, material and warehouse operations, asset management, permitting, business excellence, HSE, and network audit/QA functions under the Project Controls department.
  • Ensure data integrity, reporting accuracy, and system alignment across ERP platforms, client portals, and internal tools.
  • Drive continuous improvement initiatives across all project control domains to enhance efficiency, transparency, and performance.

Qualifications & Experience:

  • Bachelor’s or Master’s degree in Engineering or a related discipline.
  • Minimum 15+ years of experience in project controls, project management, or telecom infrastructure delivery.
  • At least 5 years in a senior or managerial role overseeing large‑scale telecom or infrastructure projects.
  • Strong experience in large-scale telecom project environments.
  • Expertise in project control methodologies, cost management, scheduling, and reporting.
  • Proficiency in Power BI, advanced Excel, ERP systems, and data analytics.
  • International experience in a developed telecom market is an advantage.
  • Certifications such as PMP, PMI‑SP, PMI‑RMP, PRINCE2 are preferred.
  • Strong leadership, communication, analytical, and stakeholder management skills.
