2. Core Job Responsibilities
2.1 Category Strategy & Planning for Building Materials
- Formulate category procurement strategies for Saudi building materials (including steel, cement, sand and gravel, aluminum materials, doors & windows, bathroom fixtures, stone materials, fire-fighting materials, etc.), align with local infrastructure, residential and industrial project demands, and deliver annual/quarterly category plans and cost reduction targets.
- Conduct in-depth research on Saudi building materials market conditions, price trends, production capacity distribution and import policies (including tariff, customs clearance and certification requirements), and establish a market price benchmark database and early warning mechanism.
- Analyze historical procurement data, cost structure and supplier performance, identify cost-saving opportunities, and promote the implementation of centralized procurement, framework agreements and local sourcing strategies.
2.2 Supplier Development & Full Lifecycle Management
- Build a local supplier pool for Saudi building materials, develop high-quality manufacturers, traders and agents, focusing on suppliers with cost-effectiveness, valid certifications (e.g., SASO) and stable production capacity.
- Lead supplier admission assessment (qualification, production capacity, quality, pricing, delivery and after-sales service), on-site audit, business negotiation and contract signing, and establish a qualified supplier directory.
- Implement supplier performance management (including quality pass rate, on-time delivery rate, price competitiveness and service response), conduct monthly/quarterly performance evaluation, optimize supplier structure via survival of the fittest, and resolve supply anomalies in quality, delivery and claims.
- Maintain relationships with core suppliers, negotiate long-term cooperation agreements, credit terms, rebates and joint cost reduction plans, and build strategic partnership relationships.
2.3 Full-process Procurement Execution & Performance Control
- Align with project and client demands in the Middle East, integrate procurement requirements, formulate bidding and procurement schemes (tendering, price comparison and negotiation), and lead business negotiation and contract execution.
- Manage the full lifecycle of procurement orders, including order placement, delivery follow-up, quality sampling inspection, logistics tracking, customs clearance coordination, warehousing acceptance and reconciliation & settlement, to ensure efficient delivery with guaranteed quality, quantity and cost.
- Control overall procurement costs, review supplier quotations, drive price comparison and cost reduction initiatives, and manage comprehensive costs including unit price, freight, tariff and customs clearance fees.
- Handle procurement exceptions such as quality disputes, delivery delays, goods damage and shortage, claims and return & replacement, and minimize business losses.
2.4 Compliance, Risk Control & System Construction
- Ensure all procurement activities comply with Saudi laws and regulations, customs policies, SASO certification requirements, as well as JD Group’s procurement management systems and integrity compliance rules.
- Establish a sound procurement risk control system to prevent potential risks including price fraud, supplier default, compliance violations and integrity risks, and conduct regular internal risk self-inspection and audit.
- Promote standardization and digitalization of procurement processes, improve category databases, supplier files and price ledgers, and connect with JD Industrial’s procurement system to enhance operational efficiency and transparency.
3. Job Requirements
3.1 Education & Major
- Bachelor’s degree or above, major in Supply Chain Management, Procurement Management, Civil Engineering, Material Engineering, International Trade or related fields.
3.2 Work Experience
- 5+ years of working experience in building materials procurement, including 2+ years of experience in local procurement or engineering project building materials procurement in Saudi Arabia/Middle East, with in-depth knowledge of the Saudi building materials market and supplier ecosystem.
- Proven independent procurement and supplier management experience in core building material categories (steel, cement, aluminum materials, doors & windows, bathroom fixtures), with successful track records of building supplier pools from scratch or driving category cost reduction.
3.3 Language Proficiency
- Fluent in English (listening, speaking, reading and writing) for daily work; Arabic proficiency is a strong plus.
