The Procurement & Contracts Manager is responsible for ensuring cost-effective procurement of supplies, equipment and services of the Group, including procurement planning, costing, negotiations, warranties, specifications among others. He/ she will provide guidance and advice on procurement activities as well as ensure all procurement activities are undertaken in compliance with applicable laws, regulations and established policies and procedures.

The Procurement & Contracts Manager will also be responsible for establishing and maintaining relationships with suppliers/ vendors.

Procurement Management

Initiate and manage the supplier registration process and ensure all new suppliers complete all required formalities

Identify and recommend need for long-term purchase agreements or framework agreements (as required) and initiate competitive procurement process for creating such agreements. Additionally, obtain approval of such agreements as per the DoA

Collaborate with key persons to ensure clarity of the specifications and expectations of the organization and to optimize purchasing decisions

Manage the procurement process from purchase requests from end user up to issuance of the Purchase Order/ Contract as required.

Carry out the RFQ processes, from preparation of the RFQ until appointment and delivery.

Ensure that goods and services are purchased in a timely manner

Follow-up and expedite till delivery of material and closure of purchase order or sales agreements

Ensure suppliers adhere to the highest ethical standards in relation to their work with the Group

Issue purchase orders and sales agreements.

Develop comparison sheets addressing technical and financial aspects of suppliers’ submissions.

Minimum Qualifications

Undergraduate degree in in supply chain management, procurement contract management, purchasing or related area

A procurement certification (e.g., CIPS, CPSM, or equivalent) is a plus.

Minimum Experience

5-8 years’ work experience in procurement, preferably in a multi-operational environment.

Demonstrable experience at all levels of the procurement process

A good understanding of the tendering process from a client perspective.

Proven experience in managing vendor relationships especially within the Middle Eastern region will be preferred

Ability to work with purchase orders as well as sales agreements

Proficient in design, implementation and management of inventory control systems

An up-to-date knowledge of industry-leading procurement practices and trends

Experience with strategic sourcing.
