Job Responsibilities:
Lead a team of Engineers in preparing competitive techno-commercial proposals aligned with client requirements and technical specifications, including
risk assessment
.
Prepare proposal summaries for review by supervisors, identifying initial risks associated with each proposal and submitting them to management for bid/no-bid decisions.
Develop and monitor proposal schedules, notifying supervisors of any slippages.
Compile Table of Contents/Indexes for Technical, Un-priced and Priced Commercial Proposals, detailing responsibilities and deadlines.
Collaborate with JV partners and nominated subcontractors to prepare scope and effort matrices, ensuring seamless integration of inputs for client submission.
Identify critical commercial enclosures, such as guarantees and notarizations, and initiate actions with other departments to obtain necessary documents.
Conduct regular review meetings with the proposal team, monitoring progress, resolving constraints and ensuring timely delivery of all timelines.
Coordinate with procurement and subcontract departments to obtain vendor offers and responses, identify target vendors and facilitate negotiations.
Ensure timely receipt of discipline BOQs and issue subcontract packages with project-specific responsibility matrices, preambles and other required documentation.
Develop cost estimates, capturing all relevant cost elements, including subcontract offers and material estimates from disciplines.
Prepare price breakdown schedules in compliance with tender requirements, linking cost estimates for efficient compilation of final commercial proposals.
Develop risk registers, review periodically and compile inputs and documents for Management Risk Reviews.
Assist in preparing for Technical & Commercial Reviews, Project Execution Reviews and other reviews.
Provide necessary inputs to Project Controls department for project schedule preparation.
Assist in preparing technical and commercial proposals addressing critical sections, such as project execution plans and bank guarantees.
Perform all other duties required for timely and quality Proposal Submission in accordance with Proposal Procedure and Tender requirements.
Essential
Qualifications and Skills:
An Engineering degree, preferably in Chemical or Mechanical engineering, with a minimum of 10-15 years’ experience in
