Job Summary

The Ministry of Community Empowerment (MOCE) is seeking a proactive and analytical Policy Analyst to join the Strategy Department. The successful candidate will support the development, review, implementation, and evaluation of public policies, ensuring they align with the Ministry's strategic priorities, government directives, and international best practices.

The role requires strong research, analytical, and stakeholder engagement skills to assess policy effectiveness, conduct impact assessments, and provide evidence-based recommendations that support informed decision-making and organizational excellence.


Roles & Responsibilitie

  • sConduct policy research and environmental scanning to identify emerging trends, risks, and opportunities relevant to the Ministry's mandate
  • .Develop, review, and evaluate policies, regulations, and governance frameworks to ensure alignment with strategic objectives and government priorities
  • .Analyze legislative, regulatory, economic, and social developments to assess their potential impact on organizational policies and initiatives
  • .Prepare policy briefs, analytical reports, discussion papers, and executive summaries to support senior management and decision-makers
  • .Conduct policy impact assessments, cost-benefit analyses, and feasibility studies to support policy formulation and implementation
  • .Benchmark policies and regulatory frameworks against local, regional, and international best practices and recommend improvements
  • .Collect, analyze, and interpret qualitative and quantitative data to support evidence-based policy development
  • .Facilitate stakeholder consultations, workshops, and working groups to gather feedback and build consensus on policy initiatives
  • .Monitor policy implementation, evaluate outcomes, and recommend enhancements based on performance results and stakeholder feedback
  • .Coordinate with internal departments and external government entities to ensure policy consistency and regulatory compliance
  • .Support the development of governance frameworks, implementation guidelines, and policy manuals
  • .Monitor changes in legislation and government directives, ensuring timely updates to organizational policies
  • .Contribute to strategic planning initiatives by providing policy analysis and recommendations that support organizational priorities
  • .Maintain a repository of policies, research findings, benchmarking studies, and supporting documentation
  • .Perform any other duties assigned by the line manager

Qualifications & Experien

  • onBachelor's Degree in Public Policy, Public Administration, Business Administration, Economics, Political Science, Law, International Relations, or a related fiel
  • d.Master's Degree in Public Policy, Public Administration, Business Administration, or a related discipline is preferre

  • ceMinimum 5 years of relevant experience in policy development, policy analysis, strategy, research, governance, or public sector advisor
