Job Responsibilities

Responsible for the technical review of Material Stock Descriptions and Material Requisition s for pressure retaining equipment (Mech-Static), parts, and spares, ensuring technical correctness and completeness in reference to relevant documents, drawings, and specifications.

Evaluate technical bids for pressure retaining equipment, materials, spares, and related activities; provide comments and reports as applicable.

Maintain systematic records of review comments on stock descriptions, technical bid evaluations, and queries for documentation and retrieval.

Assess manufacturers/vendors based on profiles, documentation, certifications, internet searches, audit reports, and other reviews; prepare reports and seek approval.

Interpret applicable material standards, specifications, data sheets, project specifications, and purchase order requirements to evaluate the acceptance of materials and jobs.

Possess good understanding of metallurgy, materials, manufacturing processes, pressure vessel fabrication, mechanical testing, and failure analysis.

Troubleshoot issues related to materials, welding, NDT, and pressure testing; resolve queries and advise on QA/QC matters during procurement.

Develop welding procedures, QA/QC plans, method statements, and oversee related quality control activities for repairs, modifications, and procurement.

Review and approve QA/QC documents from vendors/contractors for procurement or maintenance projects.

Conduct periodic reviews and technical audits of suppliers and contractors’ quality management systems; perform technical evaluations.

Supervise QA/QC activities such as welding, PMI, painting, NDT, and hydrostatic testing during repairs or modifications at company or contractor sites.

Coordinate TPI inspections at vendor premises, review reports, and provide final clearance before shipment.

Review material receiving inspection reports and approve dispositions.

Identify and report discrepancies or falsifications in materials or certificates through non-conformance reports.

Undertake additional inspection duties or special tasks as directed.

Essential Skills and Knowledge

Bachelor’s degree in Metallurgy or Mechanical Engineering with strong metallurgy knowledge.

Professional qualifications in Welding (CSWIP/AWS/IIW) and NDT (ASNT Level II or equivalent).

Experience in conducting quality system audits with lead auditor certification; assessing vendor/manufacturer capabilities.

Minimum of 10 years in engineering, fabrication, inspection, and testing of pressure retaining equipment, including storage tanks, pressure vessels, heat exchangers, and piping.

Experience in materials, metallurgy, welding, NDT, failure analysis, and vendor quality audits.

Proficiency in preparing and reviewing QA/QC documentation and procedures.

Experience operating in petrochemical/oil & gas plants or fabrication sites, with at least 5 years in a supervisory role.
