About the Role

Litco Industries is seeking a Payment Application & Commercial Engineer to manage interim payment applications, project valuations, payment submissions, commercial changes, and contractual matters.

The role will be responsible for ensuring that completed works are accurately measured and converted into timely payment applications, while also identifying variations, supporting claims, monitoring commercial entitlement, and negotiating with main contractor QS and commercial teams.

Key Responsibilities

Payment Applications & Valuation

  • Prepare and submit monthly Interim Payment Applications (IPAs) in accordance with subcontract conditions, valuation procedures, and agreed cut-off dates.
  • Review project progress and accurately measure completed structural steel, fabrication, supply, erection, installation, and metalwork activities.
  • Prepare detailed quantity calculations, measurement sheets, weight summaries, and valuation statements.
  • Compile supporting documentation including progress photographs, delivery records, material records, site measurements, and other relevant evidence.
  • Coordinate with project and site teams to verify actual progress before submitting applications.
  • Monitor submitted applications through the certification process and maintain records of certified amounts.
  • Identify under-certification, omitted quantities, disputed measurements, and other discrepancies.
  • Follow up with the main contractor’s QS/commercial team to resolve outstanding valuation matters.
  • Maintain accurate reconciliation of applied, certified, and received amounts.

Variations & Commercial Changes

  • Monitor project activities, drawings, instructions, and correspondence to identify work outside the original contract scope.
  • Evaluate the commercial impact of revised drawings, additional works, Engineer’s instructions, scope changes, and site directions.
  • Prepare detailed variation submissions supported by measurements, rate build-ups, quotations, and contractual references.
  • Maintain a comprehensive variation register covering submitted, pending, agreed, and disputed items.
  • Follow up variation submissions and negotiate quantities, rates, and final values with the main contractor’s commercial team.
  • Ensure potential variations are identified and notified within applicable contractual timeframes.

Claims & Contractual Entitlement

  • Identify project events that may create entitlement to additional time or cost.
  • Prepare and support EOT, prolongation, disruption, acceleration, and loss & expense claims where applicable.
  • Gather contemporaneous records including programmes, correspondence, site reports, instructions, photographs, progress records, and meeting minutes.
  • Establish the cause, effect, and financial impact of relevant project events.
  • Prepare clear claim narratives and supporting commercial calculations.
  • Draft and issue contractual notices within stipulated deadlines to preserve Litco’s entitlement.

Commercial Negotiation

  • Attend commercial meetings with main contractor QS teams, consultants, and relevant project stakeholders.
  • Present and substantiate payment applications, valuations, variations, and claims.
  • Negotiate disputed quantities, rates, under-certified amounts, and outstanding commercial submissions.
  • Review proposed back-charges, deductions, and set-offs and prepare evidence-based contractual responses.
  • Maintain a professional and constructive approach while firmly protecting Litco’s commercial interests.

Commercial Control & Reporting

  • Prepare regular commercial reports covering applications, certification, payment recovery, variations, claims, and outstanding issues.
  • Monitor project commercial performance against the contract value.
  • Track approved and pending variations and claims and assess their potential financial impact.
  • Highlight commercial risks, unrecovered amounts, and potential margin exposure to management.
  • Maintain an organized commercial file containing contracts, correspondence, certificates, notices, applications, variation submissions, claims, and supporting records.

Requirements

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction, or a related discipline.
  • Proven experience in payment applications, quantity measurement, and post-contract commercial management.
  • Hands-on experience preparing and submitting Interim Payment Applications.
  • Practical experience in variations, VO submissions, claims, and commercial negotiations.
  • Experience dealing directly with main contractor QS/commercial teams and consultants.
  • Working knowledge of FIDIC contracts and UAE construction practices.
  • Strong understanding of construction measurement, valuation, rate build-ups, and commercial documentation.
  • Excellent written communication skills, particularly in contractual correspondence and claim submissions.
  • Strong negotiation, analytical, and problem-solving abilities.
  • Experience in structural steel, steel fabrication, erection, metalwork, or specialist subcontracting will be highly advantageous.
  • UAE project experience is strongly preferred.
