Responsible for overall coordination, report audit, and preparation of general reports for theoptimizationDepartment, initiates standardization of cost control &optimizationformats and manual.
Key Responsibilities:
Consulted review/control of estimate and budgeting. Performs statistical analysis of budget benchmarks with comparison to actual.
Consulted review/control in monitoring and checking of cost control procedure implementation e.g. cost code, timely input of data etc. requisition follow up log randomly.
Consulted review/control in monitoring and checking of cost control procedure implementation in labour & machinery time keeping using the time sheet system to review and pass time sheets randomly.
Consulted review/control of requisition, material, labour, equipment etc.
Consulted review/control of SC and LPO comparison.
Consulted review/control of petty cash.
Consulted review/control of Subcontractors Payment Application.
Consulted review/control of Monthly Labour Report analyze forecast and action overrun through vetting of earned value, verification of booked cost against reported, CV justification analysis, and checking the accuracy of forecast.
Consulted review/control of Cost Control Interim Reward and prepares memo to Accounts Department for the release and issuance of rewards.
Consulted review/control of labour S/C rates.
Consulted review/control of Monthly Earned Value, budget shift, VO and claim budget update by collecting and vetting budget downloads, updating the budget monitoring log, compiling all budget download data with actual cost data and upload to CVR system.
Consulted review/control of Risk Release Log.
Consulted review/control of CVR (Cost Value Report), analyze, forecast and action overrun, corrective actions, VO, budget shift, risk release, site error correction, value engineering, alternative material, S/C etc. through vetting of earned value, verification of booked cost against reported, analyzing CV justification, reconciliation against commercial variation logs and payment log, and checking the accuracy of forecast ensuring the quality of the report.

Consulted review/control of Monthly Cash Flow.
Consulted review/control of VO log monitor and reconcile budget and submission.
Consulted review/control and custodian of Cost Induction – Lesson Learned – Good/Bad and implementation.
Consulted review/control of Budget Non-Conformity Report (BNCR).
Consulted review/control of Closure Report.
Responsible for developing the Cost Control System, procedure and practices including the preparation of user manual and standard forms, coordination with system developer for errors and action.
Responsible for supervising and training theoptimizationteam from ECC and other Business Units in ERP or other systems.
Responsible for feasibility studies.

Monthly Overall Labor Performance Measurement Report
Quarter Labor Working Hours Status Report (Particularly Overtime)

Quarter Estimation Feedback/Subcontractor Labour Rates
Consulted review/control of excessive labour overtime (OT) for all running projects, seek out site justifications and proposed actions from site cost engineers, and follow up the implementation of the proposed actions.
