HR Organizational Development & Workforce Planning Manager

We are seeking an experienced Organizational Development & Workforce Planning Manager to lead organizational development, workforce planning, performance management, career pathing, and HR planning initiatives across the Group.

The role will be responsible for developing and updating organizational structures, job descriptions, career paths, HR policies, performance management frameworks, and analytical studies that support effective decision-making, improve organizational efficiency, and contribute to a sustainable and high-performing work environment.

Key Responsibilities:

  • Lead organizational development and workforce planning activities, including the development and update of organizational structures, reporting lines, and functional frameworks.
  • Review and enhance job descriptions to ensure alignment with business needs, organizational structure, and role requirements.
  • Support the implementation and continuous improvement of performance management programs, ensuring effectiveness, consistency, and alignment with company objectives.
  • Work closely with HR and business leaders to identify training and development needs that support employee growth and capability building.
  • Design and update career paths, including role requirements, required competencies, experience levels, and development needs.
  • Conduct organizational and HR-related analytical studies to support decisions related to structure, workforce planning, rewards, promotions, and employee development.
  • Review and recommend updates to organizational structures, salary systems, incentive schemes, rewards programs, and related HR frameworks based on business needs and market practices.
  • Conduct periodic reviews of organizational structures and propose improvements in line with business strategy, growth plans, and operational changes.
  • Prepare reports on the effectiveness of organizational development initiatives, including implementation progress, challenges, and recommendations.
  • Monitor the application of approved policies, procedures, job descriptions, and organizational structures to ensure consistency and governance.
  • Support the implementation of company policies related to promotions, incentives, job changes, and additional role responsibilities.
  • Conduct market studies related to salaries, benefits, incentives, and HR practices within the Saudi market.
  • Lead and follow up on organizational development programs to ensure successful implementation and achievement of intended outcomes.
  • Develop career path frameworks that support employee movement, promotions, transfers, and succession readiness.
  • Receive, review, and evaluate internal suggestions related to administrative and organizational improvements, and recommend suitable actions.
  • Prepare and present reports, dashboards, and presentations for HR leadership and senior management.

Requirements:

  • Diploma or bachelor’s degree in Business Administration, Public Administration, Human Resources, Law, Psychology, or a related field.
  • 7–10 years of progressive HR experience, preferably with strong exposure to organizational development, workforce planning, performance management, and HR policies.
  • Strong knowledge of organizational structures, job descriptions, career pathing, performance management, and HR planning practices.
  • Experience conducting salary, benefits, incentives, and HR market studies in Saudi Arabia.
  • Strong analytical thinking and ability to prepare reports, recommendations, and management presentations.
  • High attention to detail and accuracy.
  • Excellent communication, coordination, and stakeholder management skills.
  • Proficiency in English.
  • Strong command of Microsoft Office applications, especially Excel and PowerPoint.
