A leading Construction/ Contracting company in Dubai is looking for an Electrical Quantity Surveyor- MEP.
The MEP Quantity Surveyor is responsible for the commercial management, quantity surveying, cost estimation,tendering, procurement support, and cost control of all Mechanical, Electrical, Plumbing (MEP), ELV, Fire Fighting, Fire Alarm, Irrigation, Swimming Pool, Utility, and associated building services works across projects. The role is responsible for accurate quantity take-offs, BOQ preparation, tender evaluations, subcontractor comparisons, variation assessments, commercial reporting, and cost control throughout the project lifecycle. Success in this role is measured by quantity accuracy, estimating discipline, procurement support effectiveness, variation recovery, commercial compliance, cost visibility, and contribution to project profitability while supporting luxury turnkey delivery standards.
1. *POSITION PURPOSE*
The MEP Quantity Surveyor is responsible for ensuring that all MEP-related commercial activities are professionally managed from tender stage through project completion. The role ensures accurate quantity measurement, competitive procurement, proper contract administration, effective cost control, timely variation management, and commercial support to project teams.
The MEP Quantity Surveyor shall work closely with Procurement, Design, Engineering, Planning, Finance, Construction, and Project Management teams to ensure that the projects are delivered profitably while maintaining technical and commercial compliance.

This position requires a commercially focused professional who can combine technical MEP understanding with strong quantity surveying, tendering, and commercial management capability in a high-value luxury turnkey environment.
3 *. KEY RESPONSIBILITIES*
*A. Quantity Surveying, BOQ & Quantity Take-Off*
The MEP Quantity Surveyor shall ensure accurate measurement and quantification of all MEP works.
- Prepare detailed quantity take-offs from drawings, specifications, and tender documents for Mechanical,
Electrical, Plumbing, ELV, Fire Fighting, Fire Alarm, Irrigation, Swimming Pool, Utility, and related building
services systems.
- Verify consultant-issued Bills of Quantities (BOQs) and identify quantity discrepancies, missing items,
and scope gaps.
- Prepare BOQs, measurement sheets, quantity verification reports, and scope breakdowns in accordance
with project requirements and company standards.
- Review design drawings and specifications to identify omissions, design inconsistencies, and quantity-
related commercial exposure.
- Ensure all BOQ descriptions are technically accurate, commercially clear, and suitable for tendering, procurement, and execution purposes.
- Support value engineering initiatives through accurate quantity analysis and cost evaluation.
*B. Cost Estimation & Budget Preparation*
The MEP Quantity Surveyor shall support the preparation of accurate project budgets, cost plans, and detailed
estimates.
- Prepare preliminary budgets, detailed cost estimates, and pricing exercises for MEP works.
- Develop estimates covering materials, labour, plant, equipment, subcontractors, testing, commissioning,
authority approval requirements, and specialist systems.
- Prepare rate build-ups and detailed pricing analyses for management review.
- Benchmark project costs against historical project data, market trends, and supplier/subcontractor inputs.
- Participate in budget reviews, feasibility studies, and pre-contract commercial evaluations.
- Support management in developing commercially viable pricing strategies for tenders and project awards.
C. *Tendering & Commercial Evaluation*
The MEP Quantity Surveyor shall support all tendering activities related to MEP scope.
- Review tender documents, drawings, specifications, scope requirements, and contract conditions related to MEP works.
- Prepare commercial and technical tender submissions and support final bid compilation within required timelines.
- Issue RFIs and technical clarifications to consultants where required and respond to post-tender clarifications.
- Evaluate tender risks, exclusions, scope ambiguity, and commercial exposure before submission.
- Analyze supplier and subcontractor quotations for technical and commercial compliance.
- Prepare tender comparison sheets, recommendation reports, and final commercial evaluation summaries for management.
- Participate in post-tender clarification meetings and commercial negotiations.
D *. Procurement & Subcontractor Management*
The MEP Quantity Surveyor shall support procurement activities and subcontractor engagement throughout pre-award and post-award stages.
- Coordinate with Procurement and Project teams to define accurate scope of work for inquiries, subcontract packages, and supplier engagement.
- Prepare subcontractor package breakdowns, procurement recommendations, and commercial scope clarifications.
- Evaluate supplier and subcontractor offers for completeness, technical alignment, and commercial suitability.
- Participate in subcontractor negotiations and commercial evaluation exercises.
- Assist in the preparation of Letters of Intent (LOIs), Purchase Orders (POs), and subcontract agreements where required.
- Monitor procurement budgets and identify cost-saving opportunities without compromising project requirements.
*E. Variations & Commercial Management*
The MEP Quantity Surveyor shall manage variation assessment and commercial recovery related to MEP works.
- Quantify, evaluate, and price variation orders arising from design changes, revised drawings, consultant
instructions, site conditions, and scope changes.
- Prepare supporting documentation, measurement records, and backup substantiation for variation submissions and VO finalization.
- Maintain comprehensive variation registers and monitor pending, approved, and disputed variations.
- Assess the commercial implications of design revisions and consultant instructions before implementation where possible.
- Support project teams in negotiation and settlement of variation claims.
- Ensure timely identification and recovery of commercial entitlements related to MEP scope.
*F. Cost Control & Financial Monitoring*
The MEP Quantity Surveyor shall support project cost control activities and financial visibility for MEP packages.
- Monitor project costs against approved budgets and track commitments, purchase orders, subcontractorliabilities, and actual expenditures.
- Prepare periodic cost reports, budget updates, and commercial status summaries for management review.
- Assist in the preparation of cash flow forecasts related to MEP procurement and subcontract commitments.
- Identify cost overruns, commercial leakage, and unpriced scope and recommend corrective action.
- Support project teams in achieving approved budget targets and maintaining project profitability.
- Track cost impact arising from changes in quantities, design revisions, procurement delays, and market fluctuation.
*G. Reporting & Documentation*
The MEP Quantity Surveyor shall maintain structured commercial documentation and reporting.
- Prepare BOQs, cost plans, tender evaluation reports, cost comparison sheets, commercial summaries, and quantity review records.
- Maintain organized commercial records, quotation files, negotiation notes, variation documentation, and contract-related correspondence.
- Prepare management reports, dashboards, and commercial updates as required.
- Ensure all commercial documentation complies with company procedures, audit requirements, and project-specific standards.
- Maintain traceable records of clarifications, approvals, negotiations, and final commercial positions.
*H. Risk Management & Compliance*
The MEP Quantity Surveyor shall identify and mitigate commercial and financial risks associated with procurement and project execution.
- Identify procurement risks, market fluctuation risks, scope gaps, design-related commercial exposure, and contractual risk areas.
- Assess financial implications of delays, pricing changes, incomplete scope definition, and consultant- driven changes.
- Recommend mitigation strategies to minimize commercial exposure and protect project margins.
- Monitor contractual obligations, commercial procedures, and compliance requirements relevant to assigned work.
- Support dispute avoidance, claim prevention, and disciplined commercial administration.
*I. Stakeholder Coordination*
The MEP Quantity Surveyor shall maintain strong coordination with all relevant internal and external stakeholders.
- Coordinate with Design, Procurement, Engineering, Planning, Finance, Construction, and Project teams on MEP commercial matters.
- Liaise with consultants, suppliers, subcontractors, and external stakeholders where required.
- Participate in commercial review meetings, procurement discussions, and tender strategy meetings.
- Support project teams in resolving commercial and contractual issues affecting MEP scope.
- Maintain professional communication while protecting Palace Group’s commercial interests.
*4. AUTHORITY OF THE POSITION*
The MEP Quantity Surveyor shall have authority to:
- Prepare and review BOQs, quantity take-offs, cost estimates, tender comparisons, and variation calculations within assigned scope.
- Request commercial information, clarifications, and pricing details from project teams, suppliers, and subcontractors through approved channels.
- Review and evaluate supplier and subcontractor quotations and recommend commercially suitable options for management review.
- Recommend procurement strategies, negotiation positions, cost-saving opportunities, and variation values.
- Escalate quantity discrepancies, scope gaps, commercial risks, and budget concerns to the reporting manager.
Note: Final approval of contracts, procurement awards, budgets, variations, pricing strategies, and financial commitments remains subject to management approval.

*7. REQUIRED SKILLS & COMPETENCIES*
- MEP quantity surveying and quantity take-offs
- BOQ preparation and scope measurement
- Cost estimation, rate analysis, and budget preparation

- Cost control, financial analysis, and commercial reporting

- Strong understanding of MEP systems, materials, and construction cost structures
- Advanced Microsoft Excel and good command of Word and PowerPoint
- Working knowledge of AutoCAD and quantity take-off software such as Bluebeam or equivalent
- Knowledge of ERP systems, CCS Candy, or Power BI is an advantage
- Strong analytical ability, commercial judgement, and attention to detail
*8. REQUIRED EXPERIENCE*
Minimum Experience: 5-8 years in MEP quantity surveying, estimation, commercial management, or cost
control within the construction industry
Regional Experience: UAE/GCC experience preferred
Project Experience: Luxury villas, high-end residential developments, hospitality projects, mixed-use
developments, or turnkey construction projects preferred
Functional Preference: Experience in procurement, tendering, subcontractor management, BOQ preparation, variation control, and commercial administration is strongly preferred
