Organizational Background
Anera (American Near East Refugee Aid) is a non-political, non-religious international humanitarian and development organization that has worked for decades to address the development and relief needs of communities across the Middle East, including Palestine, Lebanon and Jordan. Anera delivers programs in education, health, economic development and emergency relief, working closely with local partners and communities.
Project Background
The Gaza Support Program provides critical humanitarian support to Palestinian patients and their accompanying family members who have been displaced from Gaza and are receiving specialized medical treatment in Jordan. The program operates across accommodation sites and partner hospitals in Amman, coordinating closely with the Jordan Hashemite Charity Organization (JHCO), partner medical facilities, and other service providers to ensure patients receive dignified, timely, and well-coordinated care across medical, psychosocial, and basic support components.
To strengthen the program’s clinical coordination and case management capacity, Anera Jordan is seeking a consultant to serve as Medical Coordinator on a part-time basis for a period of six months.
Objective of the Consultancy
The objective of this consultancy is to provide specialized medical coordination and case management support to the Gaza Support Program, ensuring that all active patient cases are accurately tracked, clinically coordinated, and managed throughout their treatment journey in Jordan. The consultant will serve as the primary clinical liaison with JHCO and partner hospitals, maintain real-time case management records, and contribute to program reporting and documentation — enabling the program team to deliver effective, evidence-based, and dignified care to displaced Palestinian patients and their families.
Scope of Work
The consultant will be responsible for the following:
- Case Management & Patient Tracking: To manage the full case management cycle for medical evacuation cases — including registration, profiling, documentation, referrals, treatment updates, and closure within the IM system (e.g., Activity Info) — while maintaining complete, accurate, and real-time case files and trackers, conducting periodic data quality checks, monitoring cost utilization against category ceilings, and escalating systemic issues or high-risk/urgent cases to the Project Manager in a timely manner.
- Medical Coordination & Partner Liaison: To serve as the day-to-day medical and clinical liaison with JHCO focal points and partner hospitals under the Project Manager’s strategic oversight, including participating in and documenting clinical coordination meetings, supporting medical case conferences, and flagging non-medical support needs to the Project Officer without independently authorizing such services.
- Patient & Family Support Coordination: To conduct field visits and medical/psychosocial needs assessments and follow-up with patients and families, escalating protection, mental health, or welfare concerns in line with Anera’s referral pathways, non-displacement policy, and safeguarding principles, and contributing clinical context to patient story documentation in accordance with Do No Harm principles.
- Reporting, MEAL & Data Management: To prepare structured monthly case management progress reports and contribute verified case data, narrative inputs, and clinical indicators to monthly, quarterly, and donor reports and MEAL dashboards, while maintaining strict confidentiality and data protection standards for all patient information.
- Technical Support & Capacity Building: To develop or update standardized clinical documentation tools, case templates, and SOPs for Project Manager approval, while providing technical guidance to Program Volunteers and contributing to team capacity building on case management, referral pathways, and documentation standards.
Deliverables
- Update Medical evacuation tracker, generate case files for patients, and flag urgent cases that may exceed the funding cap. / Monthly, ongoing

Duration & Level of Effort
The consultant will work 15 days per month across the 5-month contract period (75 days total), operating from the Anera Jordan field office with regular field visits to hospitals, treatment facilities, and accommodation sites. Working days will be agreed with the Project Manager in advance on a monthly basis. The exact start date will be confirmed upon contracting.
