We are seeking an experienced Permanent Materials Manager to join our project in Qatar.
Position Summary:
The Permanent Materials Manager is responsible for the end-to-end management of all permanent materials from receipt at the project site through storage, preservation, inventory control, internal logistics, issuance, traceability, reconciliation and project closeout.
Key Responsibilities:
- Manage receipt, inspection, documentation and acceptance of permanent materials.
- Ensure preparation and maintenance of Daily Material Receipt Reports (DMR), Material Receiving Inspection Reports (MRIR), inventory records and material status reports.
- Establish and manage warehouses, laydown areas and storage facilities.
- Ensure proper storage, preservation and protection of materials in accordance with approved procedures and manufacturer recommendations.
- Maintain complete material traceability from receipt through installation and project handover.
- Control material identification, tagging, logging, tracking and inventory accuracy.
- Manage unloading, loading, internal transportation and movement of materials to construction work fronts.
- Issue materials against approved requests and maintain complete transaction records.
- Monitor material availability against construction priorities and proactively identify shortages or constraints.
- Lead periodic stock verification, inventory reconciliation and material audits.
- Manage surplus, excess and obsolete materials and support project close-out activities.
- Develop and implement material management procedures and continuously improve warehouse and material control processes.
- Ensure compliance with contractual requirements, company procedures, HSE standards and quality requirements.
Authority & Accountability:
- Responsible for the integrity of all permanent materials after receipt at site.
- Approve material storage methods, warehouse layouts and preservation arrangements.
- Allocate material management resources to meet project priorities.
Qualifications:
- Bachelor's Degree or Diploma in Engineering, Supply Chain, Logistics, Business Administration or related discipline.
- Minimum 10–15 years of materials management experience on major EPC oil & gas or industrial projects.
- Strong knowledge of piping, mechanical, structural, electrical and instrumentation materials.
- Experience with SAP, Oracle or equivalent ERP/material management systems.
- Strong leadership, communication, analytical and stakeholder management skills.
Preferred Skills
- Experience in large greenfield or brownfield EPC projects.
- Knowledge of MTOs, QA/QC documentation, MRIRs and material reconciliation.
- Experience managing large warehouses and laydown areas.
