1- Management of studies and procurement operations for projects and tenders according to the requirements of partners and stakeholders.
2- Preparation of a work plan for the studies and procurement department, setting objectives, performance indicators, and monitoring their implementation.
3- Development of work mechanisms and procedures within the department, defining the tasks and responsibilities of each position within the studies and procurement team.
4- Review of tender documents, plans, specifications, and quantity tables, and analysis of the scope of work before starting the pricing process.
5- Site visits for projects immediately after tenders are announced through official platforms or upon receiving pricing requests from clients, ensuring the nature of the work and site requirements, and documenting the visit with official minutes or observations as per the specified timelines for each project.
6- Preparation and review of technical and financial price offers, ensuring their accuracy and completeness before submission for approval.
7- Leading the procurement and studies team, distributing tasks, and monitoring the completion of works within specified deadlines.
8- Analyzing costs of materials, labor, equipment, and subcontractors, and preparing appropriate financial estimates.
9- Coordinating with project management, procurement, finance, and senior management to gather necessary information for pricing.
10- Reviewing offers from suppliers and subcontractors, comparing them technically and financially, and selecting the most suitable according to project requirements.
11- Ensuring compliance of submitted offers with work requirements, technical specifications, and contractual conditions.
12- Studying potential risks in tenders and projects and clarifying their impact on cost, duration, and contractual obligations.
13- Reviewing all previous project documents and analyzing reasons for not awarding projects to the company, and raising recommendations that contribute to improving chances of winning future projects.
14- Monitoring all official platforms where tenders are announced, and continuously tracking suitable opportunities for the company.
15- Qualifying the company with governmental, semi-governmental, and private entities, and following up on updating required qualification and accreditation files.
16- Preparing periodic reports for senior management on the status of tenders and offers under study, achievement ratios, and available opportunities.
17- Monitoring updates in market prices, materials, and services, and developing a database for costs, prices, suppliers, and contractors.
18- Supporting management in negotiations with clients or suppliers when needed and providing technical and financial recommendations.
19- Developing pricing mechanisms and procedures and improving the quality of outputs to enhance chances of winning projects.
20- Training and enhancing the efficiency of the work team and developing their technical and managerial skills in line with the department’s needs.
21- Integrating artificial intelligence tools and modern technologies into the department’s work to improve the speed and accuracy of studies and pricing.
22- Automating the department’s work as much as possible, and developing models, databases, and reports to facilitate tracking tenders and offers and decision-making.
23- Organizing and storing tender and offer files, correspondence, and related documents in a way that ensures easy access to them.
