Construction Logistics Director (PMC)
Location:
Riyadh, KSA.
Responsibilities
- Effective delivery of site-wide logistics through procurement of a site-wide Logistics management contractor.
- Define and monitor that the scope of services is delivered satisfactorily through setting and monitoring of measurable goals and objectives around key enablers including orderly, safe, and efficient movement of labour, plant and materials around the site.
- Plan the location of haul roads, laydown, external access and offloading zones to minimise obstruction and impacts to programme.
- Create a secure, well-maintained site with regular (weekly) logistics meetings.
- Efficiently manage worker accommodation and other logistics activities so they are not a constraining factor on the programme.
- Develop processes, procedures and induction programmes.
- Manage supply‑chain planning, movement plans and look‑ahead forecasting.
- Create site‑specific safety manual, with appropriate first‑aid cover and equipment present, and develop, maintain and update the Site Emergency Plan.
- Communicate information effectively around the site; plan effective signage in line with corporate branding.
- Manage special public access roads (e.g., access to show houses or sales pavilions).
- Provide a security management system that ensures all logistics requirements are achievable.
- Manage change: variations and adjustments to the contractor’s scope, review requirements, assess impacts and monitor construction change‑management process via the Engineer.
- Ensure the contractor acquires all necessary permits for smooth logistics operations.
- Review cost completeness of established budgets and cost plans, and ensure works are re‑measured and signed off in accordance with the contract.
- Plan the monthly detailed graphical time‑slice showing plot and infrastructure activities and how logistics will support them.
- Review weekly plans, confirm accuracy and coordination across stakeholders.
- Review risk register developed by the logistics contractor and team; coordinate with all stakeholders and implement mitigation plans.
- Interface with all programme consultants and stakeholders related to logistics works; support plots in terms of external access and influences that impact plot activities.
- Communicate regularly through meetings, highlight issues and concerns, roll out weekly directions to stakeholder team managers and seek resolution to issues with the respective plot, infrastructure or logistics teams.
- Provide weekly issues through detailed logistics dashboards.
- Submit checklists of all logistics contractor self‑audits (QA, Safety, Environmental, Welfare etc.), review and report status.
Qualifications
- Bachelor’s degree in Engineering, Project Management or Real Estate Development.
- Chartership preferred.
- CSCS, SMSTS/SSSTS.
- Recognised safety programme (qualified and up‑to‑date).
- First Aid, Lifting Supervisor Certification, Traffic management.
- Institutional membership.
About you
More than 20 years of experience as a strategic and operations executive in a range of dynamic start‑up, growth and stable corporate environments; managed complex, matrixed team environments across multiple cultures; prior experience on KSA projects is mandatory; global experience with the full cycle of new business creation, investment analysis, portfolio creation and management and industrialised processing; line‑management P&L experience including cash‑flow forecasting and management, financial reporting, review and structuring of complex financial transactions;
fluent in English (read, write and speak).
