Scope
Lead & Manage all quality system requirements and shared support services for Laboratory & OSA Processes with best-in class Management System in place compare to international standards and best practices. Ensure full compliance by Refinery & PetChem Laboratory & OSA with Quality & HSE Management system.
Assist Refinery & PetChem Laboratory & OSA team with providing necessary support to ensure smooth daily operation as per below mentioned detailed responsibilities. Perform other related duties as assigned by the Lab & OSA Chief.
KEY RESPNOSIBILITIES
- Lead & Manage the development of all applicable Quality policies, manual, procedures and objectives for the LAB & OSA Department, and ensure that effective and efficient Quality Management System is in place.
- Ensure to implement up to date and best-in class International Laboratory Quality Systems, including independent audits of laboratory working areas, and laboratory work-flows to ensure full compliance.
- Responsible for getting the required accreditation with ISO-17025 for both Refinery & Petrochemical Labs for all the matters related to management system.
- Leading and Manage the full compliance requirements workflow for other ISOs such as ISO-9001, ISO-14001, ISO-45001, …etc.
- Leading and Manage the full compliance with HSE requirements such as monthly safety meetings, MSWT, QSIs, fire drills, fire warden/ERT nominations, mandatory HSE compliance, incidents & recommendations follow-up, health and environmental requirments.
- Works closely with Refinery Laboratory & OSA Manager and PetChem Laboratory & OSA Manager to ensure full compliance with Quality management system and provide full support to achieve best quality and performance.
- Assist Laboratory & OSA Chief for follow-up and monitoring the Laboratory & OSA KPIs & objectives including Refinery & PetChem.
- Conducts periodic management review meetings including Refinery & PetChem.
- Manage & lead the business continuity strategy for Laboratory & OSA department.
- Manage & Lead the operational excellence & optimization for Laboratory & OSA processes.
- Coordinate and work closely with Refinery & PetChem Laboratory & OSA Manager to ensure competency compliance for Laboratory & OSA Staff for performing Laboratory & OSA activities including the JTS and IDPs.
- Provide all support for finished products specification management and communication with Marketing team.
- Lead and Manage all quality claims received from customers, required RCA and ensure full compliance with corrective actions by Laboratory Operation team and Chemists.
- Assist in ensuring Lab & OSA smooth operation in daily basis and in line with overall objectives.
- Assist Laboratory & OSA Chief and close coordination work with Refinery & PetChem Laboratory & OSA Managers for building and review the OPEX and CAPEX BP with actual expenses to ensure full alignment with overall objectives and strategic goals.
- Responsible for the document control Management for Laboratory & OSA.
- Manage and Lead the Laboratory & OSA contracts and procurement process to ensure optimum utilization of external services to support refinery & PetChem Laboratory & OSA operation with safety and quality requirement.
- Manage and lead the other shared and support services required to operate both refinery and PetChem Lab smoothly such as Buidlings management, LIMS management, …etc.
- Ensure to follow-up Digitalization requirements for Laboratory & OSA processes.
- Assess the manpower and recommend a plan to Lab & OSA Chief. To manage resources manpower with regards to upcoming requirements in the Refinery.
- Perform other related duties as assigned by the Lab & OSA Chief.
Requirements
Minimum Qualifications (degree, training, or certification required) Degree :
Bachelor Degree in Chemistry / Engineering or equivalent.
Minimum (12) years of experience in laboratory Refinery or Petrochemical and/or Quality Management System.
Minimum Experience (technical, functional, and/or leadership experience required)
Minimum 12 years of experience in Oil, Gas and petrochemicals industrial or applied research laboratories including five years in Refinery or Petrochemical Quality Management
