Tarshid is the National Energy Services Company, established by the Public Investment Fund to catalyze the development of a more energy efficient Saudi Arabia. The launch of Tarshid is a result of a collaborative effort between the Ministry of Energy, Ministry of Finance and the Saudi Energy Efficiency Center. Tarshid aims to be a pioneer in the energy efficiency field and to build towards a more sustainable future. Tarshid has a mandate to develop, fund and manage impactful energy efficiency projects in government and commercial sectors that achieve significant energy savings for the Kingdom.
Job Summary:
The jobholder is responsible for leading Tarshid’s network and network security domain, with a primary focus on design, governance, SLA monitoring, and continuous improvement. This role ensures that the managed service partner delivers high-quality operations while maintaining alignment with business objectives, security standards, and cost efficiency. The position, most of the time, will not be directly responsible for day-to-day network operations but will oversee vendor performance, design decisions, and network-related strategic initiatives.
Main Responsibilities:
Architecture & Strategy:
- Define and maintain the network architecture roadmap in alignment with business and security requirements.
- Review and approve high-level network designs, architecture changes, and capacity planning.
- Ensure compliance with organizational policies, regulatory standards, and best practices.
- Lead continuous improvement initiatives to enhance performance, resilience, and security posture.
Vendor and Performance Management:
- Act as the primary point of contact for the managed service provider regarding network services.
- Monitor and enforce vendor SLAs, ensuring timely reporting and escalation of issues.
- Conduct regular vendor performance reviews, tracking KPIs and improvement plans.
- Validate vendor resource allocation and skills meet organizational requirements.
Technical Oversight, Operation & Governance:
- Ensure proper implementation of security controls and patches across network infrastructure.
- Oversee change management processes for network and security-related modifications.
- Step in to operate and troubleshoot complex enterprise network components (LAN, WAN, SD-WAN, VPN, firewalls, WAF, Proxy) when and as needed.
- Support managed service engineers in resolving high-severity incidents and escalations.
- Perform routine monitoring, troubleshooting, and incident resolution to ensure network availability and performance.
- Validate incident root cause analysis and corrective actions from the vendor.
Collaboration & Enablement
- Collaborate with IT security, cloud, and application teams to ensure secure and efficient connectivity.
- Support IT leadership in budgeting, planning, and network-related investment decisions.
- Educate and enable internal stakeholders on network capabilities, security implications, and best practices.
- Liaise with compliance and audit teams for network-related assessments.
Qualifications, Experience & Skills :
- 5+ years of experience on IT Network and Network Security; preferably within an Energy industry.
- Proficiency level in English required, and fluency in Arabic is preferred
- Expert knowledge of IT infrastructure and Security best practices, procedures, and standards
Technical Expertise:
- Strong knowledge of enterprise network architecture, LAN/WAN, SD-WAN, VPN, and firewall technologies.
- Familiarity with major vendors (Cisco, Fortinet, Palo Alto, etc.) and network monitoring tools.
- Understanding of cloud networking (Azure, AWS, Oracle Cloud) and hybrid connectivity models.
Governance & Oversight:
- Proven track record in managing outsourced IT services and vendor relationships.
- Experience in SLA management, change governance, and service delivery oversight.
- Ability to conduct design reviews and ensure adherence to architectural principles.
