IT Manager / CTO Jobs in Doha at Swan Global WLL
We are seeking an experienced and strategic IT Manager / Chief Technology Officer (CTO) to lead the organization’s technology function.
The role requires a strong technology leader with experience in financial services or other regulated environments, with a solid understanding of Qatar Central Bank (QCB) requirements and ISO 27001/ISMS.
Key Responsibilities
- Develop and implement the organization’s IT strategy in alignment with business objectives and regulatory requirements.
- Lead, manage, and develop the IT team, ensuring high performance, accountability, and continuous professional development.
- Oversee all technology operations, including IT infrastructure, enterprise systems, cybersecurity, software development, data management, and IT support.
- Ensure compliance with Qatar Central Bank (QCB) and other applicable regulatory requirements relating to technology and cybersecurity.
- Lead the implementation, maintenance, and continuous improvement of the Information Security Management System (ISMS) aligned with ISO 27001 standards.
- Manage IT budgets, technology procurement, vendors, service providers, and strategic technology partnerships.
- Establish and maintain IT policies, procedures, governance frameworks, and appropriate documentation controls.
- Develop and maintain Disaster Recovery, Business Continuity, and operational resilience plans.
- Ensure proper documentation, version control, retention, and governance of IT procedures in accordance with the organization’s Documented Information Policy.
- Reassess the existing in-house HRMS and evaluate its feasibility for reactivation and further development based on HR requirements.
- Reassess the existing in-house Core System and evaluate its feasibility for reactivation based on operational and functional requirements.
- Drive digital transformation, automation, digital service delivery, and data analytics initiatives.
- Oversee cybersecurity measures to protect organizational data, applications, systems, and infrastructure.
- Provide strategic technology recommendations to the DCEO and Executive Management.
- Monitor emerging technologies and industry trends and recommend solutions that improve efficiency, innovation, security, and service delivery.
- Manage technology projects from concept, planning, implementation, and deployment through ongoing optimization.
Requirements
- Minimum 10 years of IT experience, including significant experience in IT leadership or management roles.
- Previous experience in banking, financial services, fintech, or another highly regulated institution is strongly preferred.
- Strong knowledge of Core Banking/Core Systems, cybersecurity, information security, data management, software development, and IT infrastructure.
- Strong understanding of Qatar Central Bank (QCB) technology and cybersecurity requirements.
- Proven experience with ISO 27001 and ISMS implementation, governance, and compliance.
- Demonstrated experience in leading IT teams and managing technology projects from concept through implementation.
- Experience evaluating, developing, upgrading, or reactivating HRMS and Core Systems.
- Strong knowledge of IT governance, risk management, disaster recovery, business continuity, and operational resilience.
- Strong vendor management, stakeholder management, and technology procurement experience.
- Excellent leadership, communication, analytical, decision-making, and problem-solving skills.
- Ability to communicate effectively with senior management and executive stakeholders.
Preferred Candidate Profile
Candidates with experience in financial institutions, banking, fintech, or QCB-regulated environments will be highly preferred.
